Approval and execution of the first amendment to the agreement with AECOM Technical Services, Inc. (AECOM) for requirements for roadway, drainage, structural, civil and traffic engineering services.

 

                     This continuing Consultant Competitive Negotiation Act (CCNA) contract provides professional engineering services for multi-discipline engineering projects relating to design, permitting and other engineering services associated with roadways, sidewalks and drainage.

                     This first amendment increases the upset limit in the amount of $135,000.00 for a revised amount of $1,953,181.81 through February 8, 2021.

                     The purpose of the amendment is to continue AECOM’s services for the Indian Rocks Road Sidewalk project, and Raymond H. Neri Community Park project due to AECOM’s prior project involvement and knowledge of ongoing project design activities; selecting another firm at this stage of design would be counterproductive with potentially higher cost and project delays.

                     This contract was awarded by the Board of County Commissioners on February 9, 2016.

 

Contract No. 145-0342-CN (SS); increase in the amount of $135,000.00 for a revised total contract value of $1,953,181.81 through February 8, 2021.

Summary:

This increase is requested to provide the Public Works Departmetn the ability to complete the design of current projects that have previously reached partial design completion.  Current projects include: 1) post-design services for the Indian Rocks Road Sidewalk project, 2) redesigning project plans and reducing project scope based on budgetary constraints requested by OMB, Planning, and Parks for Raymond H. Neri Community Park.

AECOM’s continued services are necessary due to prior project involvement and knowledge of ongoing project design activities.  It would not be practical to select another design firm the result of which could result in significantly more expense and project delays. 

The 5-year term of the contract concludes on February 8, 2021.

 

Background/Explanation:

This contract provides professional engineering services for multi-discipline engineering projects relating to design, permitting and other engineering services associated with roadways, sidewalks, drainage and other areas.

The Board of County Commissioners approved award to the twenty-two (22) highest ranked firms on February 9, 2016.  This request is to increase funds to one of the original firms.

 

Fiscal Impact:

Original approved expenditure - AECOM:                     $1,818,181.81

First Amendment increase - AECOM:                                          $   135,000.00

Revised total expenditure - AECOM:                                          $1,953,181.81

Funding for this First Amendment is derived from the following funding sources:

 

                     Indian Rocks Road Sidewalk project for a not-to-exceed amount of $20,000.00 - Local Infrastructure Sales Tax (Penny for Pinellas).

                     Raymond H. Neri Community Park for a not-to-exceed amount of $115,000.00 - Community Development Block Grant.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Amendment is granted under Code Section 2-62 (a)(2).
