Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2018 (FY17/18) is the Friends of Ridgecrest Facility Rehabilitation Project. This facility provides services to senior citizens and conducts programs, events and activities that support the community. This agreement will provide funding for facility rehabilitation including roof repair/replacement, fascia and soffit repair/replacement, replacement of perimeter fencing, installation of signage, asbestos and mold assessment and abatement, as well as boundary surveys that may be needed for the rehabilitation.
In their grant application, Friends of Ridgecrest requested a total of $61,039.00 for rehabilitation activities. However, $25,000.00 was awarded to the agency due to funding constraints during the project selection process. The application, submitted in February 2017, described ongoing water intrusion and a failing perimeter fence. In October 2017, the water intrusion issue intensified and the need for an asbestos and mold assessment became evident. The winds associated with Hurricane Irma destroyed the perimeter fence in September 2017. The February 2017 application also outlined the need for fascia and soffit repairs/replacement.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into Specific Performance Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $25,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY17/18 Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
