Approval of Change Order No. 1 to increase the contract upset limit with Rowland, Inc. for the contract pertaining to annual sanitary sewer repairs for Fiscal Year 2019 - 2021.
• The purpose of this contract is for the repair, rehabilitation, and replacement of sanitary sewer pipes at various locations throughout the County, with provision for emergency repairs
• Change Order No. 1 increases the contract upset limit by $1,200,000.00 for a revised total amount of $5,515,619.80 and extends the contract term by 100 days.
• Contract funds have been depleted due to emergency repairs resulting from deteriorating pipes and aging infrastructure.
• The upset limit requires an increase to continue to accommodate emergency repairs and prevent sanitary sewer overflows until specifications for a new contract can be finalized, advertised, and awarded.
• Sufficient funds are budgeted and available to provide for this request.
• This contract was awarded in the amount of $4,315,619.80 by the Board of County Commissioners on September 12, 2019 for 730 days through November 12, 2021.
Contract No. 189-0361-CP(PLU), PID No. 001272C; increase of the upset limit in the amount of $1,200,000.00 for a revised total contract amount of $5,515,619.80, extending the contract term 100 calendar days through February 19, 2022. Authorize the Chairman to execute and Clerk of the Circuit Court to attest.

Summary:
Summary
The purpose of this contract is for the repair, rehabilitation, and replacement of sanitary sewer pipes at various locations throughout the County, with provision for emergency repairs. An increase of the upset limit and time extension are a necessary to continue to provide effective and efficient delivery of services throughout the County and any additional unforeseen emergency repairs that arise in the remaining contract term.

Background Information:
The original contract in the amount of $4,315,619.80 was awarded by the Board on September 12, 2019 for 730 days (two years) through November 12, 2021. There were over 40 emergency work orders issued within the first year of this contract and four of these repairs exceeded $500,000.00. The significant increase in costs can be attributed to the larger and deeper pipe repairs in locations that required extensive Maintenance of Traffic (MOT) and/or complex bypass pumping set-ups to assure safe conditions to perform the repairs. The increase in work orders overall is the result of aging infrastructure.
