Approval of the award of bid to Rowland Inc. for Fiscal Years 2019-2021 annual sanitary sewer repair and extension projects.
• This contract is utilized for repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County.
• One bid submittal was received with award recommended to the sole responsive responsible bid Rowland Inc. (Rowland) in the amount of $4,315,619.80.
• Responses received for the low bid submittal were current project backlogs and the length of commitment required for this engagement
• Rowland has exceeded the Small Business Enterprise goal of five percent (5%) and will subcontract over $800,000.00 (over 19%) to local small businesses.
• All work is expected to be completed within 730 consecutive calendar days.
Bid No. 189-0361 (JJ); PID No. 001272C; in the amount of $4,315,619.80 on the basis of being the only responsive bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This project is for the repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County. Work pertaining to this contract includes all services and materials required to repair, rehabilitate, and/or replace potable and reclaimed water pipe, including but not limited to: directional drilling; excavation; pipe installation; installation of valves and valve boxes; relocation and/or replacement of fire hydrants; restoration of roadway and disinfection of potable water pipe prior to replacement and/or repair.
This is a work order-based contract with provision for emergency repair, as circumstances dictate.
Background Information:
A contract for the annual sanitary sewer repair and extension program has been in place for at least ten (10) years. This contract award replaces the current contract also awarded to Rowland Inc.; which has expired.
This project was competitively solicited to sixty-six County pre-qualified contractors. The majority of responses from firms not submitting a bid pertained to current project backlogs and the timeline and commitment of this engagement.
Fiscal Impact:
Expenditure not to exceed: $4,315,619.80
Funding is derived from the Utilities Department Sewer Enterprise fund.
