Approve the grant agreement with the Florida Department of Environmental Protection (FDEP) for the beach erosion control project known as Long Key/Upham Beach Groin Replacement, FDEP grant agreement no. 16PI2, and County PID no. 000219A.

The FDEP is providing 50% of project costs up to $5,735,000.  The remaining costs will be paid by the Tourist Development Tax.

Summary:

The agreement provides funding assistance for the construction of four (4) permanent T-head groins and the removal of the remaining five (5) temporary geotextile groins.  The project limits extend for approximately 1,930 feet of shoreline located on Long Key at Upham Beach. The agreement provides for the construction of the structures and post-construction nourishment and monitoring activities.

 

Background Information:

This agreement provides financial assistance for beach erosion control and inlet management activities under the Florida Beach Management Funding Assistance Program.  Five (5) temporary geotextile T-head groins were installed in 2005-2006.  The temporary structures were constructed as an experimental project to determine the effectiveness of the groins and to analyze potential down-drift impacts prior to the installation of permanent structures. 

The temporary structures have performed as designed with no observed down-drift impacts.  Based on the performance of the temporary geotextile T-head groins, FDEP and the United States Army Corps of Engineers issued permits to the County for the installation of permanent rock structures.

This Agreement shall begin on the last date executed and terminate on December 31, 2018.  The award of bid in the amount of $9,535,640 for construction of this project is item 11 on today’s Board of County Commissioners Agenda.

 

Fiscal Impact:

Funding for this project is budgeted in the Coastal Management section of the County’s Capital Improvement Program.  FDEP will provide up to 50 percent, or $5,735,000, toward the total project cost.  The remainder of the project costs will be paid by the Tourist Development Tax.
