Summary:

This ordinance revision will provide for the removal of the prohibition for backing into parking spaces.

Background Information:

The Board of County Commissioners approved authority to advertise this public hearing on September 13, 2018.

The Board prohibited backing into parking spaces in 1986 to further public safety and orderly traffic flow. This prohibition applies to unincorporated County.  Recent enforcement activities highlighted the need to review this ordinance in more detail, as several recent parking fines resulting from this issue were dismissed.

County staff has determined that backing into parking spaces will not compromise public safety or orderly traffic flow and recommends the repeal of the exclusion.

The Pinellas County Sheriff has also advised that there is no essential law enforcement purpose to prohibiting cars being backed into parking spaces and has no objection to the ordinance being rescinded.
