Summary:
The dual purpose of this project is to construct a five (5) foot paved shoulder with safety edge, and to mill and resurface the roadway along Keystone Road from east of East Lake Road to the Pinellas/Hillsborough County line. This project is necessary due to safety concerns for motorists, and to provide a safe lane for bicycle travel.
Background Information:
The five (5) foot paved shoulder will be constructed by widening the existing pavement by four (4) feet, and restriping the existing travel lanes from twelve (12) foot to eleven (11) foot lanes utilizing high profile pavement markings. Work also includes milling, leveling and resurfacing the existing travel lanes with asphalt, including related turn lanes. The total length of the project is approximately 2.56 miles. The Board of County Commissioners previously approved a local agency program agreement with the Florida Department of Transportation on March 7, 2017 to provide grant funding toward construction of this project.
Fiscal Impact:
Total expenditure not to exceed: $2,094,157.76. Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) in the amount of $1,013,964.82 (48% of total award), and Local Agency Program funding through the Florida Department of Transportation (FDOT) in the amount of $1,080,192.94 (52% of total award). County funding will provide for the cost of milling and resurfacing and the FDOT grant will provide for the cost of the shoulder with safety edge.
