Approval of the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation for the design and environmental services associated with the airfield and site preparation at the St. Pete-Clearwater International Airport’s (PIE) adjacent property, formerly known as Airco.
• This grant resulted from Pinellas County seeking a state appropriation in the Fiscal Year 2024 State Budget.
• This grant pays for no more than 50% of costs, and the airport is required to pay for the remainder of project costs.
• The amount of this grant is $2,500,000.00.
• The grant will be received on a reimbursement basis.
• This grant is the enabling funding that will allow PIE to get started on improving the Airco site.
• The expiration date of this PTGA is June 30, 2027.
• The grant funding will be applied to Airco Site Preparation Project 004571A, included in the Capital Improvement Plan, funded by the Airport Revenue and Operating Fund.

The PTGA will assist PIE in preparing the Airco raw land site for various improvements such as electricity, a lift station, connectivity to the City of Largo’s water and sewer, telecom, and fill dirt.

Background Information:
In April 2023, PIE applied to FDOT to include appropriations in the State’s FY24 budget to assist PIE in developing the Airco site adjacent to the airport.
We were notified by the Governor’s office on June 15, 2023 that the County had received an earmark for $2.5M.
The PTGA’s scope of work includes but is not limited to design, permitting, bidding and construction of airfield grading, pond modifications, construction inspection, mobilization, and demobilization, maintenance of traffic, and stormwater structure improvements including all materials, equipment, labor, and incidentals required to complete the project.
Fiscal Impact:
The grant funding will be applied to Airco Site Preparation Project 004571A, included in the Capital Improvement Plan (CIP), funded by the Airport Revenue and Operating Fund.
The FY24-29 CIP includes $2,500,000 in anticipated Florida Department of Transportation grant funding for FY25-26. Airport funds in the amount of $11,750,000 are planned in FY24-27. The total project allocation in the FY24-29 CIP is $14,250,000.
