Summary:
Summary
The CARES Act provides emergency assistance for individuals, families, and businesses affected by the 2020 coronavirus pandemic. The funds are coming directly from the U.S. Treasury’s General Fund to prevent, prepare for, and respond to the impacts of the COVID-19 public health emergency.
As with most FAA grants, these grants are meant to be approved and obligated quickly so that the funding can be utilized for those airport cost centers that are the most affected. The grant applications were due to the FAA by April 30, 2020. PIE submitted the grant application on April 28, 2020. Grant agreements will be expedited after the grant application is received.
There will be no local share required on any of the CARES Act funding. However, all commercial service airports must maintain 90 percent of their workforce that were employed on March 27, 2020 through the end of calendar year 2020. PIE must submit quarterly reports until December 31st demonstrating that 90 percent of Airport personnel are still employed.
Body
Background Information:
The $10 billion in funding was divided into four groups. The CARES Act established formulas for each group to allocate the funds to specific airports. None of these funds are available for discretionary grants.
The grant agreement will be administered the same way as PIE’s Airport Improvement Program (AIP) grants are, in that invoices must be submitted for work or payroll for reimbursement purposes. No invoices for work or payroll will be accepted if the charge occurred before January 20, 2020.
Fiscal Impact:
The $8,737,268.00 in funding provided from the CARES Act grant will be included as part of the FY20 Estimate and the FY21 Budget. No local match is required.
