Recommended Action

Approval and execution by the County Administrator of the grant application that St. Pete-Clearwater International Airport (PIE) must submit to the Federal Aviation Administration (FAA) as a result of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

                     Title XII of the CARES Act provides approximately $10 billion to support U.S. airports experiencing severe economic disruption.

                     The funds are being given to prevent, prepare for, and respond to the impacts of the coronavirus (COVID-19) pandemic.

                     PIE’s grant amount is $8,737,268.00. No local match is required.

                     The grant must be expended within four years.

                     Until December 31, 2020, PIE must continue to employ 90% of the personnel that were employed on March 27, 2020.

Authorize the Clerk of the Court to attest any CARES Act grant application and resulting grant agreement document(s).

Summary:

The CARES Act provides emergency assistance for individuals, families, and businesses affected by the 2020 coronavirus pandemic.  The funds are coming directly from the U.S. Treasury’s General Fund to prevent, prepare for, and respond to the impacts of the COVID-19 public health emergency.

As with most FAA grants, these grants are meant to be approved and obligated quickly so that the funding can be utilized for those airport cost centers that are the most affected.  The grant applications are due to the FAA by April 30, 2020.  Grant agreements will be expedited after the grant application is received.

There will be no local share required on any of the CARES Act funding.  However, all commercial service airports must maintain 90 percent of their workforce through the end of calendar year 2020.  PIE must submit quarterly reports until December 2020 demonstrating that 90 percent of our personnel are still employed.

 

Background/Explanation:

The $10 billion in funding is divided into four groups. The CARES Act establishes formulas for each group to allocate the funds to specific airports. None of these funds are available for discretionary grants.

These four groups are: (1) 100% Federal share for 2020 Airport Improvement Program (AIP) Grants - At least $500 million is available to increase the Federal share to 100% for grants awarded under the fiscal year (FY) 2020 appropriations cycle for FY 2020 AIP grants; (2) Commercial Service Airports - At least $7.4 billion is available to Commercial Service Airports for any purpose for which airport revenues may lawfully be used. The total allocation is based on the number of enplanements the airport had during calendar year 2018 as a percentage of total 2018 enplanements for all commercial service airports, as well as formulas based upon an airport’s debt service and unrestricted reserves; (3) Primary Airports - Up to $2 billion is available to large, medium, and small hub airports and non-hub primary airports for any purpose for which airport revenues may be lawfully used. These funds are allocated based upon statutory AIP primary entitlement formulas; and (4) General Aviation Airports - At least $100 million is available to general aviation airports for any purpose for which airport revenues may be lawfully used.

The grant will be administered the same way as PIE’s Airport Improvement Program (AIP) is, in that invoices must be submitted for work or payroll for reimbursement purposes.  No invoices for work or payroll will be accepted if the charge occurred before January 20, 2020.

 

Fiscal Impact:

The $8,737,268.00 in funding provided from this grant will be included as part of the FY20 Estimate and FY21 Budget request. No local match is required.

 

Delegated Authority:

Authority for the County Administrator to sign this grant application and grant agreement is granted under Resolution No. 20-16, dated March 13, 2020 and Resolution No. 20-29, dated April 16, 2020.
