Approval of the contract with the State of Florida Department of Health for the operation of the Pinellas County Health Department for Fiscal Year 2016 and approval of the delegation of authority to the County Administrator to execute administrative amendments to the contract.
Contract amount $3,700,100.00; term is retroactive to October 1, 2015 and extends to September 30, 2016.

Summary:
This contract provides the Direct County Ad Valorem Support to the State of Florida Department of Health for the operation of the Pinellas County Health Department, pursuant to Chapter 154 Florida Statutes, which state that the intent of the Legislature is to “promote, protect, maintain, and improve the health and safety of all citizens and visitors of the State through a system of coordinated county health departments”. County health departments satisfy legislative intent through promotion of the public’s health, as well as the control and eradication of preventable diseases and the provision of primary health care for special populations. Services maintained by the Pinellas County Health Department include environmental health services, communicable disease control services and primary care services.
The Pinellas County Health Department relies on State and local sources of funding:
• State Appropriated Support $17,535,588.00
• Direct County Ad Valorem Support $ 3,700,100.00
Background Information:
This is an annual contract to support the Pinellas County Health Department with the funds generated by a dedicated millage rate levied countywide. The State periodically requests amendments to the contract based on State and Federal funding adjustments. Since these adjustments do not change the scope or incur any additional costs for the County, request approval of the delegation of authority to the County Administrator to execute administrative amendments.
Fiscal Impact:
The amount of the County’s appropriated responsibility for FY 16 is an amount not to exceed $3,700,100.00. These funds are generated by a dedicated millage rate levied countywide.
