Approval of the addendums to the agreements with the Florida Department of Health (DOH) and Operation Par Inc. (PAR) for the Health Care for the Homeless (HCH) program.
• These two addendums provide supplemental COVID-19 funding to enhance services and capacity of the HCH Program. This is the first addendum to the DOH agreement and first addendum to the PAR agreement.
• Funding will provide DOH with staff, equipment, and supplies to maintain regular clinic services, support HCH COVID-19 testing, and support additional sanitation and quarantine. Funding will also increase capacity for contracted mental health services through Directions For Living and substance use services through Operation PAR.
• Additional funding in the amount of $667,539.00 has been awarded through HRSA Grant #s H8CCS35074, H8DCS36100, and H8ECS38958. The addendum with DOH is for an amount not to exceed $492,539.00. The addendum with PAR is for an amount not to exceed $175,000.00.
• The original agreement with DOH was approved by the Board of County Commissioners (Board) on September 25, 2018. The original agreement with PAR was approved by the Board on May 31, 2016, and amended November 28, 2017, January 22, 2019, and June 15, 2020.

These 2 Addendums provide supplemental COVID-19 funding from the Health Resources and Services Administration (HRSA) to enhance services and capacity of the HCH Program. Funding will allow HCH to provide additional staffing and supplies to respond to COVID-19, including behavioral health and substance use services.

Background Information:
DOH and PAR provide services for the HCH program. DOH provides primary health care and facilitates behavioral health services for HCH clients through Directions For Living, Inc. PAR provides substance use treatment services to HCH clients including medicated assisted treatment.
The Health Resources and Services Administration (HRSA) awarded the County three (3) supplemental grant awards for Pinellas County’s HCH Program to increase capacity and testing availability.
Fiscal Impact:
Additional funding in the amount of $667,539.00 has been awarded through HRSA Grant #s H8CCS35074, H8DCS36100, and H8ECS38958 as follows:
The Addendum with DOH is for an amount not to exceed $492,539.00 from:
H8CCS35074 - $46,607.00 from January 20, 2020 - March 14, 2021;
H8DCS36100 - $303,323.00 from January 20, 2020 - March 31, 2021; and
H8ECS38958 - $142,609.00 from January 20, 2020 - April 30, 2021.
The Addendum with PAR is for an amount not to exceed $175,000.00 from grant # H8DCS36100 awarded from January 20, 2020 - March 31, 2021.
Funding to support these agreements is consistent with the development of the FY20 estimate and FY21 budget. Budget resolution 20-42 was approved by the Board on 05/05/20 to supplement the Fiscal Year 2020 Budget in various funds for unanticipated revenue related to COVID-19.
