Approval of the Final Option of Renewal of the Interlocal Agreement with the Florida Department of Health in Pinellas County (DOH) for the Pinellas County Health Program (PCHP) and the Health Care for the Homeless (HCH) program.
• The Final Option of Renewal enables DOH to continue to provide healthcare services for eligible, enrolled PCHP/HCH clients at six locations throughout the County as well the Mobile Medical Unit and the Bayside Clinic.
• Funding in an amount not to exceed $11,662,170.00 per fiscal year has been identified through a combination of Human Services’ anticipated Fiscal Year 2022 General Fund appropriation and grant funding through the Health Resources and Services Administration. Grant funds total approximately $1,805,921.00 for the current year (ending February 28, 2022) and the next year (starting March 1, 2022).
• The original Agreement was executed on October 3, 2018, an Addendum supporting CARES funding was executed on August 11, 2020; and Amendment 1, clarifying referral terms, was executed on April 7, 2021.

Funding for this Agreement enables DOH to provide Healthcare services for eligible and enrolled PCHP/HCH clients’ six (6) locations throughout the County as well as the Mobile Medical Unit (MMU) and the Bayside Clinic. Additionally, DOH manages and provides, through sub-contracted agreements, specialty care, behavioral health services, prescription assistance program, and community dental services. DOH works with Human Services to assure that the services provided are coordinated and efficient. Human Services (HS) and DOH have coordinated bi-weekly meetings to discuss hospital high utilizers, program outcomes, program stability, overview of the Durable Medical Equipment program, Pharmacy program, and discussions on future programs.
This is the first and final renewal for an additional two-year (2) term.

Background Information:
Pinellas County Human Services has partnered with the DOH to provide prevention-focused healthcare to eligible Pinellas County residents. DOH has a proven system of providing high quality, effective and cost-efficient services to the residents of Pinellas County, as demonstrated by the achievement of the National Committee for Quality Assurance’(NCQA) Patient-Centered Medical Home designation in July of 2016.
This fiscal year, October 2020 through April 2021, DOH provided 4,531 medical encounters, 3,158 dental encounters to PCHP clients and 2,052 medical encounters and 1,518 dental encounters to HCH clients.
Fiscal Impact:
Funding in an amount not to exceed $11,662,170.00 FY has been identified through a combination of Human Services’ anticipated FY 2022 General Fund appropriation and grant funding through the HRSA. Grant funds total approximately $1,805,921.00 for the current year (ending February 28, 2022) and the next year (starting March 1, 2022). Appropriation to support this agreement is consistent with the FY22 Tentative Budget.
