Approval and execution by the County Administrator of the Third Amendment with Neighborly Care Network, Inc. (Neighborly) to provide food and nutritional services through the Meals on Wheels program.
● This Third Amendment provides Neighborly additional funding to support increased food costs from $7.85 to $8.00 per meal for the Meals on Wheels program while keeping the number of meals provided static. Individuals age 60 and older who are homebound for reason of illness, nutritional risk, isolation, or physical, emotional, mental or behavioral disabilities may be eligible for a no-cost home-delivered meal through Meals on Wheels. Meals are delivered Monday through Friday by volunteers, providing social interaction for individuals who may otherwise be isolated. This funding supports program capacity and provides approximately 26,751 meals for seniors annually.
● The County previously approved the following items related to the program: original agreement with Neighborly 20-959D, amendment 22-1342D, and renewal 23-0552D.
● Funding in an amount not to exceed $4,008.00 has been identified in the Human Services’ Fiscal Year 2025 (FY25) General Fund appropriation to address food cost increases, for a new total Agreement amount of $214,008.00. Human Services and OMB have determined the department can absorb this within the FY25 budget without need for a budget amendment. The agreement includes a fiscal non-funding clause.

Summary:
This Third Amendment provides funding to Neighborly to support the Meals on Wheels program. Background/Explanation:
Neighborly has been providing food and nutritional services to homebound seniors since 1966. This agreement was originally in the amount of $200,000.00 for recurring funding based on a decision package recommendation approved by the Board in FY20. The original term began on October 1, 2020, and will expire September 30, 2025. The agreement was amended on February 20, 2023, which increased capacity with additional funding of 5% bringing the total amount of annual funding to $210,000.00. This amendment will increase the agreement by $4,008.00 to allow for food cost increases.
Last fiscal year (FY24) Neighborly distributed 411,524 meals in total for the Meals on Wheels Program.
