Approval and execution by the County Administrator for the Joint Project Agreement (JPA) with the City of Largo (City) for utility work associated with the Whitney Road at Wolford Road Intersection Improvement project from Sapphire Lane to Hidden Springs Place.

County PID No. 002109A; agreement term is seven hundred twenty (720) days from execution.

Summary:

Through this JPA, the County and the City mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project.

The primary work to be performed on behalf of the City is the replacement, relocation, and/or adjustment of a 16-inch reclaimed water main that is in conflict with the planned replacement and relocation of an existing roadway culvert located on Whitney Road at Wolford Road, from Sapphire Lane and Hidden Springs Place.

The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.

 

Background/Explanation:

The County’s contractor will be improving, reconstructing and/or replacing the City’s existing reclaimed water main as part of a larger planned intersection improvement project at Whitney Road and Wolford Road. County staff anticipates advertising for construction of the project in June 2020.  The current engineer’s estimate for construction of the overall County project is $2.7 million, with a construction duration anticipated for approximately twenty four (24) months following award of the contract.

This agreement will result in cost savings to both the County and City by reducing costs for mobilization, maintenance of traffic, site restoration, and project administration since one contractor will be performing all the work at the same time.

The previously approved JPA for this intersection improvement project expired on March 18, 2019.  The project was delayed due to permitting issues requiring a new agreement with the City.

 

Fiscal Impact:

This project is budgeted in the Capital Improvement Program: Transportation Function, Local Streets and Collector Projects program. The City has verified that funding in the amount of $208,402.42 for the City’s portion of the utility work is available for construction of their reclaimed water mains. The City’s estimated utility work is projected to cost $198,478.50 plus an additional five percent (5%), or $9,923.92 for County construction, contract administration, and compaction and backfill testing costs.

 

There is no fiscal impact to the County for the City’s portion of work.  This JPA represents the City’s portion of work only and is part of a larger County capital improvement planned project that will be funded through Penny for Pinellas (Local Government Infrastructure Sales Surtax).

 

Delegated Authority:

Authority for the County Administrator to execute this agreement is granted under Code Section 2-62 (a)(1).
