Recommended Action
Approve the County Incentive Grant Program (CIGP) Agreement and accompanying resolution with the Florida Department of Transportation (FDOT) for the NE Coachman Road and Old Coachman Road intersection improvement project.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the agreement.
County PID No. 001020A, and FDOT Financial Project No. 437041 1 54 01 for grant funding in the amount of $535,823. The County’s share of funding is $635,522, for a total anticipated construction cost of $1,171,345.

Summary:
This agreement provides approximately 46% of the construction funding needed for resurfacing, restoration, and rehabilitation work at the intersection of NE Coachman Road (SR 590) at Old Coachman Road (CR 535). Final design of the project is nearing completion, with commencement of construction anticipated no later than December 2017, and construction completion by December 2019.
Additionally, Section 29 of the agreement requires the County indemnify FDOT. County Resolution No. 06-70 does not allow the County to indemnify others and FDOT will not modify the indemnification language for this agreement. County staff, in accordance with the County Attorney’s office, agree that the requirement is within an acceptable level of risk.
Background Information:
Intersection improvements consist of adding protected left turn lanes on all legs of the intersection to address safety concerns. The improvements also provide connectivity to FDOT’s sidewalk project on NE Coachman Road (SR 590), and provide trail connectivity to the Duke Energy and Ream Wilson Trails. The existing mast arm signals at the intersection will be upgraded to accommodate the new lane configuration, and the railroad crossing arms will also require replacement due to the new configuration. The County has an existing agreement with CSX Transportation, Inc. in anticipation of the railroad crossing work.
Fiscal Impact:
Funding for this project is included in the Capital Improvement Program: Transportation and Traffic Flow, Intersection Improvements program allocation. The sources of construction funding are $635,522 from the Local Infrastructure Sales Tax (Penny for Pinellas) and $535,823 in grant funding from FDOT.
