Approval and execution by the County Administrator of the Time Only Extension No. 2 to the Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for the Keystone Road shoulder and resurfacing project.
• Six (6) month time only extension for FDOT Financial Project No. 436011 1 58 01, and County PID No. 001769A.
• Additional time needed to resolve constructability issue at drainage structure, and for project close-out.
• Project substantially complete with the exception of the constructability issue.
• Extends agreement from February 19, 2019 to August 15, 2019.

Summary:
The County requested and FDOT granted a six (6) month time only extension for the subject LAP agreement to resolve a constructability issue related to unsuitable materials encountered at a drainage structure, and to allow adequate time for project close-out and final billing to FDOT.
The FDOT granted a six (6) month time extension to prolong the duration of the LAP agreement from February 15, 2019 to August 15, 2019.
Background/Explanation:
The Board of County Commissioners approved this grant on March 7, 2017 to partially fund the Keystone Road shoulder and resurfacing project. Construction activities commenced on August 7, 2017. Time Extension No. 1 was approved by the County Administrator on June 29, 2018, extending the agreement expiration from August 15, 2018 to February 15, 2019.
The project is substantially complete with the exception of resolving the issue as noted above. Staff is working with the contractor, the design consultant, and FDOT to resolve the issue, as well as review of the required design modifications. Design modifications have been narrowed to two options following a meeting with all parties on November 26th, 2018, consisting of guardrail installation at the location, or installation of permanent sheet piling to permit de-mucking and placement of suitable material.
