Summary:
Change Order No. 1 replaces five (5) floating docks that were severely damaged and/or destroyed on September 11, 2017 due to Hurricane Irma. In March 2018, the County received confirmation from the Federal Emergency Management Agency (FEMA) that replacement of the docks is reimbursable under FEMA guidelines.
Background Information:
Belleair Causeway dock facility has ten (10) floating docks, which include four (4) courtesy docks and six (6) boat ramp docks. On September 14, 2016, the Board of County Commissioners (Board) awarded a contract to All American to replace four (4) courtesy docks. Two (2) of the four (4) courtesy docks were damaged due to Hurricane Irma, and have already been repaired by the contractor. As the contract with All American has not been closed out to date and is still in force, the contract is being amended through Change Order No.1 to replace five (5) additional boat ramp docks that were damaged due to Hurricane Irma.
The Director of Parks and Conservation Resources has deemed the current condition of the docks a public safety concern. Per Section 2-181 of County Code, the emergency replacement of the damaged docks does not require competition. All American has agreed to honor the pricing as awarded by the Board on September 14, 2016.
Attachments A and B are incorporated as part of the change order document and are required to meet FEMA guidelines and receive reimbursement of costs.
Fiscal Impact:
The cost of repairs due to hurricane related damages will initially be derived from the General Fund. The County will seek up to 87.5% reimbursement of eligible disaster related expenses from FEMA (75.0%), and the State of Florida, Division of Emergency Management (12.5%). Vessel registration fees (revenue received into the General Fund) may be used to pay the remaining 12.5% of hurricane related repairs.
