Approval and execution by the County Administrator of this First Renewal and Second Amendment (Renewal) with Operation PAR, Inc. (Operation PAR) for adult inpatient detoxification (detox) treatment.
• This Renewal continues funding for adult inpatient detoxification services and updates the termination boiler plate language to align with standard county terms and conditions.
• Operation PAR’s detoxification services include medically monitored substance detox along with counseling, case management, and group sessions to stabilize individuals. Operation PAR also connects clients to the Pinellas County Health Program/Health Care for the Homeless Program for primary health care.
• In Fiscal Year 2022 (FY22), Operation PAR provided mental health and substance abuse detox treatment services to 410 unduplicated clients with 65% of duplicated clients successfully completing inpatient detox.
• The Agreement was amended on February 20, 2023, to implement a 5% cost of living adjustment increasing the annual funding of this agreement by $10,237.50 to $214,987.50.
• This is a (2) two-year Renewal, effective October 1, 2023. The current agreement has been in effect since October 1, 2020, and is expiring on September 30, 2023.
• Funding in an amount not to exceed $214,987.50 has been identified in the Human Services General Fund (as yet unapproved) Preliminary FY24 Budget and was included in (but not specifically discussed) the information of the Department’s Budget Information Session.

Summary:
• This Renewal continues funding for adult inpatient detoxification services and updates the termination boiler plate language to align with standard county terms and conditions. This program provides medically monitored substance detox along with counseling, case management, and group sessions to stabilize individuals. Operation PAR also connects and reconnects clients (as needed) with the Pinellas County Health Program/Health Care for the Homeless Program to maintain client engagement in primary health care.
Background/Explanation:
Operation PAR is a comprehensive substance abuse service provider within Pinellas County. This Renewal supports capacity at Operation PAR’s detox Program which plays a significant role as the first step toward recovery for Pinellas County adults and families struggling with addiction.
County funding for personnel and operating costs helps to maintain the equivalent of roughly two (2) detox beds annually. Operation PAR utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients. Operation PAR provided mental health and substance abuse detox treatment services to 410 unduplicated clients in FY22.
Fiscal Impact:
Funding in the amount of $214,987.50 is consistent with the FY24 Proposed Budget.
