Approval and execution by the County Administrator Change Order No. 1 with American Empire Builders, Inc. for Westwinds and Crosswinds Drive Bridges replacement.
• This project was awarded to construct the replacement of the existing bridges that serves as the sole access point for the residents west of the Crosswinds Canal, and to replace the existing sanitary sewer gravity main under the canal.
• Changes Order No. 1 increases the contract by $228,255.69 and adds 207 consecutive calendar days.
• This change order is required to address discrepancies and unforeseen conditions between the plans and the actual field conditions, which include:
o Superpave Asphalt Concrete and Sodding Bahia plan quantities less than actual.
o Realignment, extension, and reinforcing of planned sheet pile walls at both bridges.
o Trees requiring removal not indicated for removal on the plans.
o Driveway access for Utilities lift station on SW corner of Westwinds bridge was missed from the original design plan.
o Unforeseen subsurface conditions resulting in increased bridge foundation costs.
• Public Works Engineering is addressing the errors and omissions with the design consultant; however, at this juncture the project has to be completed.
• The County Administrator has authority to approve this change order under County Code, Section 2-62(a)(2) by 10% of the original Board of County Commissioners (Board) approval amount or $250,000.00, whichever is less.
• This contract was awarded by the Board on April 21, 2020, in the amount of $4,435,138.50.
• Crosswinds Drive Bridge Replacement over Crosswinds Canal is budgeted in the Capital Improvement Plan, under project 000702A, funded by Penny for Pinellas. Funding is programmed in Fiscal Year 2023. The original funding amount and the increased amount are included in the already-approved budget for this project.
• Extend the agreement term by 207 consecutive Calendar Days.
Contract No. 190-0109-CP increase in the amount by $228,255.69 for a revised agreement amount of $4,663,394.19 and add 207 consecutive calendar days.

Background/Explanation:
The primary objective of the project is to replace the existing bridge which serves as the sole access point for those residents west of the Crosswinds Canal. The secondary objective is to replace the existing sanitary sewer gravity main under the canal.
These bridges have provided a service life of approximately 60 years exceeding the threshold life cycle of 50 years for the onset of corrosion. As a result of the narrow roadway width, sidewalks, and shoulders, as well as substandard safety features, the structures are classified as functionally obsolete. Currently, these bridges are not structurally deficient, but are heavily impacted by chlorides, and are experiencing an accelerated state of corrosion. The corrosion of the steel will weaken the structural components leading to a decrease in load capacity. The replacement bridges meet current Florida Department of Transportation standards for structures in corrosive environments and provide an anticipated service life of 75 years.
