Approval of the First Renewal and First Amendment (Agreement) to the Cooperative Agreements to Benefit Homeless Individuals (CABHI) with Operation Par, Inc., (PAR), Directions for Mental Health, Inc. dba Directions for Living (Directions), and Westcare Gulfcoast-Florida, Inc., (Westcare).
• CABHI provides evidence-based mental health and substance use treatment to individuals that have experienced chronic homelessness, have been recently housed, and have a serious mental illness, emotional disturbance, substance use, or co-occurring diagnosis. CABHI staff utilize engagement strategies to build relationships with clients and provide services to help clients maintain housing.
• The Agreements total $683,520.00 for Fiscal Year (FY) 2020, effective October 1, 2019 - September 30, 2020. This is the First Renewal and First Amendment to the CABHI funding agreements.
• The Board of County Commissioners approved the original CABHI funding agreements as follows: Operation PAR on November 23, 2016, Westcare and Directions on December 12, 2016.
• CABHI was funded via federal grant in FY17-19 and was approved as a decision package funded by the General Fund for FY20.

Summary:
These Agreements continue funding for the CABHI program. CABHI began in Fiscal Year 2017 (FY17) under a 3-year federal grant. This successful program provides evidence-based mental health and substance use treatment to individuals that have experienced chronic homelessness, have been recently housed, and have a serious mental illness, emotional disturbance, substance use, or co-occurring diagnosis. CABHI staff utilize engagement strategies to build relationships with clients and provide services to help clients maintain housing.
Background Information:
Since FY17, CABHI has enrolled 211 clients through March of 2019 with 125 clients currently active. CABHI staff have provided 2,861 therapy sessions with an average of 21 service encounters per client. CABHI partner collaboration has been key in CABHI success. CABHI staff hold weekly meetings to staff new clients and problem solve on encountered barriers.
In August of 2016, the Substance Abuse and Mental Health Services Administration (SAMHSA) awarded the County a grant to implement the CABHI program; the grant is due to expire in September 2019. The County has requested a no-cost extension for the ending grant to help offset some year 4 costs and to allow orderly transition of the CABHI grant program.
Fiscal Impact:
Funding in the amount not to exceed $683,520.00 has been included in the FY20 Human Services Tentative Budget for this purpose through the CABHI Decision Package.
