Approve the Funding Agreement with Operation PAR, Inc. (PAR) to enhance mental health and substance use treatment services through the Cooperative Agreement to Benefit Homeless Individuals (CABHI) Grant Award from U.S. Department of Health and Human Services’ (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA).

Authorize the Chairman to sign and the Clerk to attest.

Summary:

This Agreement provides funding for PAR to conduct initial intakes for clients, administer the Global Appraisal of Individual Needs (GAIN) tool; deliver individual, group, or family counseling services utilizing Motivational Enhancement Therapy/Cognitive Behavioral Therapy (MET CBT); evaluate and assess clients; maintain clinical records; implement and utilize Technology Assisted Care (TAC) for individuals with transportation barriers; collect Government Performance and Results Act (GPRA) data; and input the GPRA data for evaluation and performance management. 

This Agreement is effective retroactive to October 1, 2016, and expires on September 29, 2019.

 

Background Information:

In August 2016, the County was awarded a Cooperative Agreement Grant from SAMHSA to provide critical health care needs to the County’s homeless population. Funding from this grant is expected to provide evidence-based mental health and substance abuse treatment services for individuals who experience homelessness and have serious mental illness, substance use disorder, serious emotional disturbance, and/or co-occurring disorder.

The award of the CABHI grant at $800,000.00 per year for three (3) years, establishes a new initiative designed to reduce service gaps for up to 375 homeless residents. The program has a strong housing link with partnering agencies and provides for a cross-discipline approach to connect supportive services. With expanded focus on rapid rehousing, the link to supportive behavioral health services is critical for stability.  This grant will allow for expanded services to be delivered across the county to newly housed individuals through a combination of face-to-face and telehealth capacity.

As one of the program partners, PAR will deliver critical therapeutic services, as well as client intake, program oversight, and data collection and reporting. 

PAR is a comprehensive substance abuse and mental health services provider in West Central Florida with 45 years of experience and a national, statewide and local reputation for providing effective substance abuse treatment. The agency has deep organizational experience serving the target populations through its 44 programs in 15 locations with program components including: substance abuse education, prevention and intervention, case management, outpatient and residential treatment services; medical detoxification and outpatient detoxification services; methadone and medication assisted program, continuing care services; and juvenile justice services.

 

Fiscal Impact:

PAR will receive an amount not to exceed $342,117.00 per contract year, with a total three-year award amount not to exceed $1,026,351.00. Funding for this contract will be allocated from the federal grant award received from SAMHSA, which is $800,000.00 per year for three years for a total award of $2,400,000.00. No cost sharing/match is required.
