Approval of the ranking of firms responding for professional design-build services pertaining to the Quantum and Unity Upgrades project and award of agreement with Benro Enterprises, Inc. d/b/a Rocha Controls, Inc. (Rocha Controls).

 

                     This project is to upgrade outdated/unsupported automation controls (programmable logic controllers) throughout County Utilities. These controls are used to automate the operation of wastewater treatment processes and potable water delivery systems.

                     This contract is for professional design-build and permitting services (Phase 1) and construction services (Phase 2).

                     Award recommendation is to Rocha Controls per the Consultant Competitive Negotiation Act in the amount of $866,365.00 for Phase 1.

                     Staff will return to the Board of County Commissioners for approval of Phase 2 construction services with a Lump Sum Guaranteed Maximum Price.

                     Rocha Controls is Small Business Enterprise certified and is the sole firm for 100% of the total award.

Contract No. 190-0132-NC (SS), Phase 1 in the amount of $866,365.00 from the notice to proceed date for one hundred and eighty consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This Agreement commences the design, development, and pre-construction elements considered as Phase 1 of this design-build project. Rocha Controls, Inc. will be responsible for developing plans for replacing outdated PLCs, ancillary components and systems. In addition, they will be presenting the County with a guaranteed maximum, not-to-exceed price for a future Phase 2 construction of the project.

The work is necessary, as the existing PLCs are outdated and no longer supported by their manufacturer. The PLCs are a vital component in the operations of Utilities’ facilities. They perform a wide range of functions from collecting data to automating processes.

Background Information:

This project consists of two (2) phases: Phase 1 will include the preliminary conceptual design development, diagrams, and specifications. Phase 1 is expected to begin in May 2021 and be completed within one hundred eighty (180) consecutive calendar days. The design and construction documents will be completed to a point at which a not-to-exceed lump sum price for Phase 2 construction phase will be developed and brought before the Board for consideration.  Phase 2 is expected to begin October 2021 and is estimated to be completed within five hundred and fifty (550) calendar days.

A Request for Qualifications complying with the Consultants Competitive Negotiation Act, per Florida Statute 287.055, was released on December 3, 2019; the negotiation and scoping process was concluded December 2020.

The contract includes fully burdened negotiated hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061. Florida Statutes

 

Fiscal Impact:

Phase 1 (Design) not to exceed:                                          $846,365.00

Phase 1 Owner Contingency:                                          $  20,000.00

Total not-to-exceed:                                                                                    $866,365.00

 

 

Funding for this project is derived from the Water and Sewer Enterprise Funds.

 

Phase 1 will be completed in FY21. The project is currently about 4 months ahead of schedule. Additional funds will be pulled forward to cover the FY21 impact to accommodate ahead of scheduled design.
