Summary:

In accordance with the Board’s approval of BP projects and associated funding for each project on December 13, 2016, this Interlocal Agreement with the City of Safety Harbor will provide up to $250,000 towards design and construction of a pedestrian boardwalk between North Bayshore Drive and Philippe Park Drive.  The pedestrian boardwalk is located within the City limits, is owned by the County, and serves as a connector to a County park - Philippe Park.  The City will provide up to $250,000.00 toward the cost for the pedestrian bridge for this project.

Background/Explanation:

This project will replace a critical link between Philippe Park and the local roadway network with a boardwalk that is sufficient (15 feet wide) to improve access, increase bicycling and pedestrian use and provide enhanced special event usage.  The County will facilitate the development of design, permitting, and construction phases of the project, including project management and construction engineering and inspection services.

Fiscal Impact:

This Interlocal Agreement provides $250,000.00 in funding from the $7.1 million BP Economic Settlement Funds for the development of the pedestrian boardwalk. The funding has been appropriated for this purpose in the Fiscal Year 2017 Budget.  The total project cost is estimated at $500,000.00.  The City will provide up to $250,000.00 of project costs and will fund any costs exceeding the total estimated project cost.

Delegated Authority:

Authority for the County Administrator to sign this Interlocal Agreement is granted under Resolution No. 16-90 adopted on December 13, 2016.
