Approval and execution by the County Administrator of the award acceptance and funding agreements with five nonprofit entities for the Edward Byrne Memorial Justice Assistance Grant-Countywide (JAGC).
• JAGC is a recurring U.S. Department of Justice (DOJ) pass-through grant administered by the Florida Department of Law Enforcement and funding allocation is based on population and crime statistics.
• Grant funding supports local projects that help reduce crime and improve the criminal justice system.
• Total local funding allocation for the Federal Fiscal Year 2020 (FFY20) JAGC award is $236,358.00.
• Based on recommendations made by the Pinellas Substance Abuse Advisory Board (SAAB), seven (7) projects were approved by the Board of County Commissioners (Board) on June 8, 2021.
• The Pinellas County Sheriff’s Office (PCSO) was awarded $99,722.20 for sex offender tracking, and will manage its own grant.
• Human Services will administer six of the projects totaling $136.635.80. One project funds internal program administration for the grants at $23,635.80. The remaining five projects are agreements with nonprofit agencies for a total of $113,000.00.
• The five agreements for approval include: Alpha House of Pinellas County, Inc. (Alpha House) for a Child Abuse Prevention program ($18,000.00), Directions for Mental Health, Inc. dba Directions for Living (Directions) for TRACE Program crisis counselor position ($20,000.00), MORE Health, Inc. (MORE Health) for Firearm Safety & Violence Prevention training for youth ($25,000.00), Suncoast Center, Inc. (Suncoast)for Forensic Focused Outreach case management and treatment ($25,000.00), and WestCare GulfCoast-Florida, Inc. for Mustard Seed Inn Case Management ($25,000.00).

Summary:
JAGC projects are selected through a competitive solicitation and reviewed the by the SAAB. On April 19, 2021, the SAAB recommended seven (7) applicants for JAGC funding. These recommendations were approved by the Board on June 8, 2021.
Of these projects, six (6) will be administered by Human Services. One (1) supports administration of the grant program and five (5) are subawards with the following nonprofits:
Alpha House Child Abuse Prevention $ 18,000.00
Directions for Living TRACE Crisis Counselor $ 20,000.00
MORE Health Firearm Safety & Violence Prevention $ 25,000.00
Suncoast Center Forensic Focused Outreach $ 25,000.00
WestCare Mustard Seed Inn Case Management $ 25,000.00
FDLE approved the County submitted JAGC applications and issued the award acceptance.
Background/Explanation:
The JAGC is a recurring DOJ pass-through grant administered by FDLE. It represents 60% of the state’s total Federal Justice Assistance Grant award. Funds are allocated to the County based partially on population and crime statistics.
The JAGC is governed by Rule 11D-9 of the Florida Administrative Code. The SAAB was established in 1989 to comply with Rule 11D-9 and serve in an advisory capacity to the Board of County Commissioners. One of the SAAB’s primary duties is to review and recommend projects to be funded by the JAGC.
Fiscal Impact:
Funding is provided by the JAGC to support seven (7) projects in Pinellas County. Five (5) of these projects are agreements with nonprofit agencies for a total of $113,000. No match is required. Appropriation to support related grant activities is consistent with the development of the FY22 Tentative budget.
Delegated Authority:
Authority for the County Administrator to sign these agreements is granted under Code Section 2-62 (a)(1).
Authority for the County Administrator to sign award acceptance and grant matters not requiring further Board approval is granted by a letter from the Board dated April 14, 2021.
