Approval and execution by the County Administrator of the grant award for the Office of Justice Programs (OJP) Fiscal Year 2019 STOP School Violence Prevention and Mental Health Training program.

                     The Pinellas County School Board was awarded $499,922.00 in federal funds from the Bureau of Justice Assistance STOP School Violence Prevention and Mental Health Training program.

                     Provides $499,922.00 for a 36-month period from October 1, 2019 through September 30, 2022.

                     The funding will be utilized to implement the Pinellas Prevention and Mental Health Training Program, Project SSAVE, to reduce violent crime through the creation of school safety training and mental health programs for school personnel and students.

                     Provides funding to develop threat assessment and crisis teams

•    Pinellas County is required to be the applicant for this Office of Justice programs grant.

                     There is no match or cost sharing requirements.

Summary:

The STOP School Violence Act is designed to improve school security by providing student and teachers with the tools they need to quickly recognize and respond to violent attacks, mitigate risk exposure, and prevent acts of violence. It provides funding to state, local, and Indian tribal governments to develop threat assessment and crisis intervention teams and anonymous reporting systems designed to identify threats before they materialize, including those that originate from individuals with mental health issues; and for educating students, and training school personnel, and local law enforcement officers so that they can partner in preventing violent events from happening.

 

Background/Explanation:

The Pinellas County School Board was awarded $499,922.00 federal funds from the BJA STOP School Violence Prevention and Mental Health Training Program. The Pinellas Prevention and Mental Health Training Program, Project SSAVE, was designed to reduce violent crime through the creation of school safety training and mental health programs for school personnel and students. SSAVE stands for Students and Staff Against Violence Everywhere. Project SSAVE will meet Pinellas needs regarding the prevention of school violence.

Pinellas County is required to be the applicant for this OJP grant.  Human Services has partnered with the Pinellas County School Board to administer the award for Project SSAVE.

 

Fiscal Impact:

The STOP School Violence Prevention and Mental Health Training Program awarded Pinellas County $499,922.00 for a 36-month period. There are no match or cost-sharing requirements. The grant was not included in the FY20 Adopted Budget.  It is anticipated that a Budget Resolution may be submitted in FY20 as a result of this award.
