Recommended Action

Approval and execution by the County Administrator of the Project Completion Certification Letters and Tangible Personal Property Reports, as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for closeout of the federal grants that funded portions of the Bayside Health Clinic expansion.

 

                     The FY2020 HRSA Capital Assistance for Disaster Response and Recovery Efforts (CADRE) grant was awarded in the amount of $811,861.00 for the period of September 1, 2020 through August 31, 2024.

 

                     Funding from the CADRE grant was utilized for Phase 1 of the Bayside Expansion Project, for a 1,300 square foot addition to incorporate additional exam rooms with negative pressure capabilities for the ability to isolate patients with airborne infectious disease, an expanded lobby waiting area, conference/training room and storage space.

 

                     The FY2021 HRSA Heath Center Infrastructure Support grant was awarded in the amount of $532,472.00 for the period of September 1, 2021 through September 14, 2024.

 

                     Funding from the Health Center Infrastructure Support was utilized for Phase III of the Bayside Expansion Project, for a 1,100 square foot addition to incorporate a third dental operatory chair, dental office, and behavioral health consultation/offices.

 

                     Approval of this report has no fiscal impact on Pinellas County.

Summary:

The grantee, Pinellas County Board of County Commissioners, is required submit documentation for the approved project certifying that the project has been completed, in accordance with the previously provided certified documents and in accordance with all mandatory requirements imposed on Federally-assisted projects, by specific laws enacted by Congress, Presidential Executive Orders, or Departmental Policy, as well as all applicable program standards, State codes, and local codes and ordinances.

 

The Bayside Expansion Project was completed by E&L Construction on August 5, 2024. The permit inspection reports have been approved.

 

The final grant closeout is due to HRSA on November 29, 2024.

 

Background/Explanation:

The Bayside Health Clinic was initially constructed in 2016 as a 3,100 square foot, one-story, free-standing facility with exam rooms, a dental procedure that houses two exam chairs, and multi-use office space for confidential counseling. Since it’s opening, the clinic has served more and more clients and has been found to come up short in the available space needed to accommodate a growing population and full integration of health care services.

 

Through the FY2020 Capital Assistance for Disaster Response and Recovery Efforts (CADRE) funding, Pinellas County expanded the footprint of the clinic by adding a 1,300 square foot medical wing to the north side of the building to incorporate negative-pressure exam rooms for client isolation during an infectious health emergency, such as the COVID-19 pandemic.

 

Through the FY2021 Health Center Infrastructure Support funding, an additional 1,100 square foot wing was built on the west side of the Bayside Health Clinic for an expansion of dental and behavioral health services.

 

The completed expansion project increased the size of the Bayside Health Clinic to approximately 5,600 square feet.
