Approval of the grant agreement with the Florida Department of Environmental Protection for Philippe Park Living Shoreline Oyster Reef Wave Attenuation project.
• Grant award is $129,200.00. Agreement total is $259,200.00.
• County match according to the agreement is $130,000.00
• The project will pay for materials and installation of a series of oyster dome and riprap wave attenuation barriers (WABs) at Philippe Park.
• WABs are fully designed and permitted and will reduce erosion at Philippe Park, enhance coastal resilience, and create additional wildlife habitat.
• Project completion expected in Fiscal Year 2023
• County match fund derived from Local Infrastructure Sales Tax (Penny for Pinellas).

The Grant award from DEP is $129,200.00, the Agreement total being approved is $259,200.00. The County match is $130,000.00 according to the agreement. The purpose of this Agreement is to receive funding assistance to install oyster reef WABs which are already fully designed and permitted. Required County match will be derived from components already planned and obligated for the current Philippe Park Living Shoreline project, funded from TBERF and from Parks and Conservation Resources (PCR) Department CIP. Although the Installation will be completed in FY 2023, the Agreement term ends on September 30, 2026.

Background Information:
The Philippe Park Living Shoreline Project consists of several phases of installation of various natural elements with a goal of demonstrating resiliency against storm surges and sea level rise, creating salt marsh and oyster reef habitat, and promoting similar projects along other shorelines in Pinellas County and throughout the region. The oyster reef WABs are the focus of this grant funding and have been designed and permitted.
Fiscal Impact:
The Agreement total is $259,200.00 and includes $129,200.00 from the FDEP Resilient Florida Grant Program, a $130,000.00 match from Parks and Conservation Resources which is budgeted under the Current Living Shoreline Project (No. 004178B). There is also a previous agreement with Tampa Bay Estuary under their Tampa Bay Environmental Restoration Fund (TBERF). The TBERF agreement partially funds the Living Shoreline Project in the amount of $34,000.00. The County match is derived from Local Infrastructure Sales Sur-Tax (Penny for Pinellas).
