Approve the ranking of firms and execution of agreements with three (3) firms for requirements of federally funded local agency program (LAP) continuing professional services related to roadways, drainage, structural, civil and traffic engineering:

1. Cardno, Inc.
2. Cumbey and Fair, Inc.
3. ICON Consultant Group, Inc.

Contract 156-0293-CN (RW); upset limit through February 8, 2021 is $1,500,000.00 for each firm for a total of $4,500,000.00; Chairman to sign and Clerk of Circuit Court to attest.

Summary:

This contract is for continuing professional engineering services to implement the capital improvement program relating to the design, permitting and other engineering services associated with roadways, sidewalks, drainage, structural, civil and traffic design engineering specific to LAP federally funded projects.  This contract incorporates federal terms and conditions, allowing staff to hire consultants from a continuing contract for LAP federally funded grant projects.  In the past, staff had to separately procure each LAP funded engagement regardless of the dollar amount.  This contract provides an opportunity for efficiency and should result in a faster turnaround of LAP funded projects.   

The firms, in order of ranking, are attached on the ranking spreadsheet.

 

Background Information:

A request for proposal to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.005 was released on July 26, 2016 and the negotiation process concluded in December 2016.

The contract includes negotiated fully burdened hourly rates including all labor, direct/ indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

The upset limit over the contract term is $1,500,000.00 for each firm for a total of $4,500,000.00.

 

Individual projects within this contract will be federally funded and administered through the Florida Department of Transportation utilizing LAP agreements.
