Recommended Action

Approval by the Public Works Director of a grant application for the 2021 Florida Department of Environmental Protection (FDEP) Resilient Florida Grant Program for Philippe Park Living Shoreline Oyster Reef Wave Attenuation Project.

                     Grant request is $130,000.00 reimbursement from FDEP, including a $34,000.00 cash match from Tampa Bay Estuary Program (TBEP) 2019 grant agreement and a $96,000.00 cash match from County capital funds, already budgeted in ongoing Project No. 004178B.

                     Project will pay for materials and installation of a series of oyster dome and riprap wave attenuation barriers (WABs) at Philippe Park.

                     These WABs are already fully designed and permitted and will reduce erosion at Philippe Park, enhance coastal resilience, and create additional wildlife habitat.

Summary:

The purpose of this grant is to seek funding assistance to install oyster reef WABs which are already fully designed and permitted. Required match will be cash from components already planned and obligated for the current Philippe Park Living Shoreline Project.

 

Background/Explanation:

The Philippe Park Living Shoreline Project consists of several phases of installation of various natural elements with a goal of demonstrating resiliency against storm surges and sea level rise, creating salt marsh and oyster reef habitat, and promoting similar projects along other shorelines in Pinellas County and throughout the region. The oyster reef WABs, that are the focus of this grant application, were designed and permitted as part of the current Philippe Park Living Shoreline Project.

 

Fiscal Impact:

The grant application is for $130,000.00 for Project No. 004178B Philippe Park Shoreline Project in the Capital Improvement Program, Culture and Recreation function, funded by the Penny for Pinellas Local Option Infrastructure Sales Surtax. The grant revenue is not included in the Proposed FY 2022 - 2027 Capital Improvement Plan. If awarded, the grant can be built into the project’s funding during the FY 2023 Annual Budget process.

Authority for the Public Works Director to approve this grant application is authorized by the County Administrator’s delegation of authority dated March 28, 2016.
