Second Amendment to the Specific Performance Agreement with Pinellas Suncoast Transit Authority for Community Development Block grant funding of bus shelter improvement projects in County target area locations.
Recommended Action:
Approval and execution by the County Administrator of the Second Amendment to the Specific Performance Agreement (SPA) with the Pinellas Suncoast Transit Authority (PSTA) for bus shelter improvement projects in County target area locations.
• The SPA provides $68,310.00 of Community Development Block Grant CDBG funds to for the construction of Americans with Disabilities Act (ADA) landing pads, shelter pads and bus shelters in target areas. PSTA, provides transportation services to approximately 7,724 low-to moderate-income individuals in the County’s targeted areas.
• The amendment revises the project locations providing for the substitution of one proposed bus shelter stop with an alternate stop. Due to a road-widening project, the original bus shelter stop replacement is no longer necessary.
• The amendment extends the term of the SPA to September 30, 2019, providing additional time to complete the bus shelter project.

Summary:
This Second Amendment to the Specific Performance Agreement will allow for the substitution of an alternate bus shelter stop for a bus shelter stop that is no longer feasible due to a road-widening project. Bus shelter stop ID# 2645, located at 25th Street North and 62nd Avenue North will be substituted with bus shelter stop ID# 2642, located 988 feet west of the previously proposed location on the north side of 62nd Avenue North. Design, permitting and construction of the new site will require additional time to complete.
The Second Amendment will provide the additional time necessary for completion of the project, by extending the term six (6) months from March 31, 2019 to September 30, 2019.
Background/Explanation:
On June 20, 2017, the Board executed Resolution 17-37, which approved the 2017-2018 Action Plan. One of the projects to be carried out under the County’s 2017-2018 Action Plan is the Pinellas Suncoast Transit Authority Bus Shelter Project, benefitting residents in the County’s neighborhood revitalization strategy areas and County’s designated target areas.
On November 20, 2017, the County Administrator executed SPA CD17PSTA, effective October 1, 2017 through September 30, 2018. On September 28, 2018, the County Administrator executed the First Amendment to SPA CD17PSTA to extend the term of the Agreement to March 31, 2019.
Fiscal Impact:
There is no fiscal impact for this amended Agreement. The total amount of funding for this project is not to exceed $68,310.00 during the term of the Agreement. Funding for this Agreement is budgeted from FY18 CDBG funds.
