Recommended Action

Approval of the ranking of firms and agreement with Stantec Consulting Services, Inc. for conceptual facility planning and real estate financial consulting services.  This is the first comprehensive Space and Campus Planning Study since 2005 and will:

 

                     Evaluate 31 entities, including 15 County Administrator departments; Constitutional Officers; Appointing Authorities and Agencies.

                     Exclude Parks and Conservation Resources.

                     Encompass 1.4 million square feet of existing County owned and leased space.

                     Not exceed $1.25 million.

                     Be completed December 31, 2020.

 

Contract No. 190-0055-P(JJ) in a not to exceed amount of $1,251,174.00 for a sixty-month term. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

This contract provides for comprehensive Conceptual Facility Planning Services and Real Estate Financial Consulting on an enterprise basis and with initial focus on the Downtown Clearwater Campus, a centralized permitting facility, a review of County-owned vacant properties throughout the County, and the ultimate submission of a Recommended Strategies Document.

 

Background Information:

The Pinellas County sphere of responsibility encompasses some 22 departments, agencies, constitutionally elected officials and other organizations housed in over 60 County-owned facilities containing over 4,000,000 square feet of space, as well as a number of additional leased spaces Countywide, employing a workforce of approximately 1,900 employees. This is a County-wide activity with offices in Downtown Clearwater, the US Highway 19 North corridor, and the Ulmerton Road West Corridor, scattered satellite facilities, and vacant County-owned properties.

On October 5, 2019, the Purchasing and Risk Management Division released a request for proposal for the above services resulting in two responsive proposals. The firms in order of ranking are attached on the ranking spreadsheet.

 

Fiscal Impact:

Estimated expenditure not to exceed: $1,251,174.00 will be funded from General Government budget within General Fund. This expenditure was not anticipated during FY20 budget development and a budget resolution will be brought forward if necessary.
