Approval of the Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc. (WestCare) for the Fiscal Year (FY) 2021 Family Drug Court Grant program.  

 

                     The County is the recipient of a three-year grant award from the Office of Justice Programs Office of Juvenile Justice and Delinquency Prevention for the FY21 Family Drug Court Program.

                     The Family Dependency Treatment Court (FDTC) is a collaborative partnership between the County, the Sixth Judicial Circuit Court, and WestCare, and serves adult clients and their families who are suffering from substance use and co-occurring mental health disorders (SUD/COD) and are involved in the justice system as a result of child abuse or neglect.

                     As a result of the grant award, WestCare will receive an amount not to exceed $996,944.00 over three years to support the FDTC, which provides outpatient and residential SUD/COD treatment to participants.

                     Required in-kind match, totaling approximately $336,546.00 over the three-year period, will be contributed by the Sixth Judicial Circuit and WestCare.

Summary:

The new three (3) year federal grant award from OJJDP will allow WestCare to provide enhanced outpatient and residential treatment services for participants in FDTC.  The goal of the FDTC is to reduce child maltreatment and/or neglect, and to support family stabilization and reunification. FDTC works to provide safe home environments and developmental services for children while providing parents with the necessary support and services they need to achieve a successful recovery from SUD/COD.  Pinellas FDTC will provide the enhanced services to at least 109 adults and their families over the three-year grant period.

  

Background/Explanation:

The Pinellas FDTC was established in 2016 through a three (3) year grant and received an enhancement grant in 2018. The Pinellas FDTC operates within the Circuit’s Pinellas Unified Family Court (UFC) division. The overarching goal of the Circuit’s FDTC is to reduce child maltreatment and support family stability.  The Pinellas FDTC focuses on a population of adult parents (ages 18+) with substance use disorders (SUD), many have co-occurring or co-existing substance use and mental disorders (COD). Additionally, these adults have dependency involvement where the child maltreatment or neglect is due to parental SUD.

Fiscal Impact:

Funding in an amount not to exceed $996,944.00 over three years is provided by the Department of Justice (DOJ), OJP, OJJDP grant award number 15PJDP-21-GG-04515-COAP.

 

This DOJ OJP OJJDP grant award is in the amount of $996,944.00 over three (3) years. The federal amount exceeds the application amount due to increased funding availability.  Required in-kind match, totaling approximately $336,546.00 over the three (3) year period, will be contributed by the Sixth Judicial Circuit and WestCare.

 

Appropriation to support related Grant activities is not consistent with the development of the FY22 Adopted Budgets for Human Service and Judiciary.  Appropriation for this contract has been included in the FY22 estimate and the FY23 budget request for Human Services. A resolution supplementing the FY22 budget recognizing these additional funds will be brought forward separately, if needed.
