Approval and execution by the County Administrator of the grant application for the U.S. Department of Justice’s 2021 Family Drug Court Grant program.
● This application is submitted in collaboration with the Sixth Judicial Circuit Court to enhance the existing Family Dependency Treatment Court (FDTC).
● If awarded, this funding will allow FDTC to provide treatment and support services to 104 adults suffering from substance use and co-occurring mental health disorders and are involved in the justice system as a result of child abuse and neglect concerns.
● This grant provides a maximum of $800,000.00 over three years.
● An in-kind match of $266,666.67 is required and will be provided by WestCare and the Sixth Judicial Circuit Court.

Summary:
If awarded, this grant will enable the FDTC to provide treatment and support services for 104 adults suffering from substance use and co-occurring mental health disorders who are involved in the justice system as a result of child abuse and neglect issues.
This project aims to reduce the incidence of substance use by participating parents, improve parenting skills, lower the incidence of drug-exposed newborns and reduce reports of neglect or abuse. Treatment will be tailored to each client based on level of need and risk, in alignment with an individualized treatment plan. Specialized treatment elements (e.g., curricula, groups, etc.) will be included to enhance program experience for clients experiencing minor co-occurring disorders (e.g., anxiety, sleep disturbances, depression, etc.). Seeking Safety and Nurturing Parents curricula will be used, as well as opioid-specific education.
Background/Explanation:
The Pinellas County FDTC was established in 2016 through a three-year (3) grant award and received a second enhancement grant in 2018. It is a one-year voluntary program that seeks to stabilize parents using substance abuse treatment, parenting classes and frequent random drug testing. The goal is to reduce the incidence of substance use by participating parents, improve parenting skills, lower the incidence of drug exposed newborns and reduce reports of neglect or abuse.
The December 2020 report for the current FDTC enhancement grant shows that the funding has served 43 existing and 67 new participants.
Fiscal Impact:
Funding in an amount not to exceed $800,000.00 over three (3) years will be provided by the U.S. Department of Justice FY2021 Family Drug Court Grant Program.
Match from in-kind services totaling $266,666.67 is required and will be provided jointly by the Sixth Judicial Circuit Court and WestCare. There is no match required by the County.
