Approval of the award of bid to Gibbs & Register, Inc. for the Raymond H. Neri Community Park (PID 002201A) - American Rescue Plan Act.

 

                     This project will provide passive and active recreational opportunities for the communities in the Lealman Community Redevelopment Area.

                     One responsive bid was received in the amount of $8,469,352.00 from Gibbs & Register, Inc. and is 7.8% over the Engineer’s Estimate of $7,858,624.47.

                     An analysis comparing submittal pay item pricing with the Engineer’s Estimate (some higher/some lower) concludes that the bid is equitable and balanced. The Engineer of Record recommends proceeding with award. 

                     All work is to be completed within 510 consecutive calendar days.

                     The Small Business Enterprise commitment is 8% for this contract.

                     Funding is budgeted under the Raymond H. Neri Community Park Project 002201A, included in the Fiscal Year 2024 - 2029 Capital Improvement Program Plan. Funding sources include the American Rescue Plan Act, Local Infrastructure Sales Surtax and a grant through Florida Department of Environmental Protection for a total of $10,181,000.00.

 

Contract 24-0191-ITB-C in the amount of $8,469,352.00 with all work to be completed within 510 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This project will provide passive and active recreational opportunities for the communities in the Lealman Community Redevelopment Area (LCRA). The planned amenities include a playground and challenge course, multi-purpose playfield, dog parks, picnic shelters, restrooms, parking areas and a park maintenance building. A trail is planned to connect the entire park and proposed facilities. The contract duration is 510 calendar days. Project work orders will be distributed to the contractor upon issuance of the Notice to Proceed (NTP).

Background Information:

The Purchasing and Risk Management Division, on behalf of Public Works, released an invitation to bid on January 31, 2024.

The primary goal of this project is to construct a multi-use community park. Raymond H. Neri Community Park, formerly Joe’s Creek Greenway Park, is located in the Central Lealman Area of Pinellas County. The park is adjacent to the Lealman Exchange, the area’s community center. The overall concept of the park includes multi-purpose fields, dog parks, walking trails, playgrounds, and a fitness area.

 

Fiscal Impact:

Raymond H. Neri Community Park (project 002201A) is budgeted in the FY24-FY29 Capital Improvement Program plan for $10,181,000. Funding sources include the American Rescue Plan Act (ARPA), Local Infrastructure Sales Surtax (Penny for Pinellas) and a State grant with Florida Department of Environmental Protection through the Land and Conservation Fund (LWCF).The total project estimate is $9,642,000 which includes the Gibbs & Register, Inc. bid of $8,469,352.

 

Penny funding for this project is a required match to the FDEP grant of $1,500,000. Any ARPA funding that will not be spent under the Raymond H. Neri Community Park project will be shifted to another ARPA project in need of funding and is ready for execution.
