Approval for the submission of the Advanced Transportation Technology and Innovative Program grant application with the United States Department of Transportation Federal Highway Administration for the creation of a Pinellas Advanced SmartTracs System (PASS) project.
• Request for $2,000,000.00 in grant funding for creation of a PASS project.
• County match is $6,333,620.00.
• Match funds will be programmed from the Transportation Advanced Traffic Management System/Intelligent Transportation System Operating Budget.
• The grant will not start until Fiscal Year (FY) 2025, as such no revenues or expenses are included in the FY24 Adopted Budget. Should Pinellas County be awarded the grant, it will be included in the FY25 Proposed Budget.
Anticipated Grant funding is $2,000,000.00 (24%); County match is $6,333,620.00 (76%); total cost of the PASS project is $8,333.620.00

Summary
The Grant funding will allow creation of a County PASS project. The System will deploy, evaluate, and document multiple operational systems that support goals related to safety, mobility, efficiency, environmental impacts, equity, and return-on-investment the implementation of cutting-edge technology and deployment of smart detection systems. This will improve traffic flow along major arterial roadways, reduce traffic related fatalities and injuries, minimize transportation-related emissions, and provide reliable transportation alternatives for the under-served population.

Background Information:
The ATTAIN Program, directs USDTFHA to award grants to eligible entities to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. The USDTFHA intends for these technology deployments to demonstrate how emerging transportation technologies, data, and their applications can be effectively deployed and integrated with existing systems which provide access to essential services and other destinations. This also includes efforts to increase connectivity to employment, education, services, and other opportunities, support workforce development, or contribute to increased mobility, particularly for persons with visible and hidden disabilities and elderly individuals.
This request for approval is retro-active. The application was submitted by the February 2, 2024 deadline requiring the Director of Public Works’ signature.
Fiscal Impact:
Total cost of the PASS project is $8,333.620.00. Anticipated grant funding requested is $2,000,000.00 (24%). A County match of $6,333,620.00 (76%) is required. The Grant will be reimbursed in the amount of $500,000.00 per year over four-year period from Fiscal Years (FY) 2025 through FY 2028. Match funding is derived from Public Works Transportation ATMS/ITS Operating Budget.
