Approval of the Municipal Services Taxing Unit special projects funding request made by Palm Harbor Parks and Recreation for updating and remodeling of the outdoor bathrooms at Pop Stansell community park.

 

                     Except for painting and replacing broken items, the existing restrooms have not been updated since 2006. (see “before” photo in attachments.)

                     Toilets and fixtures will be replaced with eco-friendly fixtures.

                     New partitions will be installed.

                     Walls, and ceiling will be pressure washed and painted.

                     Floors re-surfaced with epoxy sealant.

                     Stalls that serve mobile/physically disabled patrons will all be upgraded to enhance accessibility. 

 

The project funding request is $19,791.14. Palm Harbor Parks and Recreation maintenance staff will perform the demolition, prepare, and paint walls and ceiling, install partitions and accessories to minimize labor costs. Any unanticipated costs exceeding the maximum award will be paid for through the Palm Harbor Parks and Recreation’s capital fund budget.

Summary:

Title

MSTU Special Projects FY23 Funding Request for Palm Harbor Parks and Recreation (PHP&R); a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. Palm Harbor Parks and Recreation provides leisure and recreation services and maintains and operates multiple County owned recreation facilities throughout the community. 

 

Palm Harbor Parks and Recreation is dedicated to building a stronger community through quality and affordable programs and activities.  They strive to be the recreational, cultural, and gathering center of Palm Harbor, where local residents can come to meet, play and connect.

 

Palm Harbor Parks and Recreation’s responsibility is to maintain safe, secure, and an and clean recreation facilities for the health, safety and comfort of all users and visitors. Park bathrooms are used by thousands of people each week and are a necessity for the park to operate.

 

Upgrading the toilets and fixtures will enhance the performance and efficiency, and most importantly, hygiene, durability and maintenance will be improved.   

This submittal is for one of three outdoor restroom facilities that need renovation and upgrades; Pop Stansell Park, Putnam Field and Sunderman Field.  All three existing outdoor restroom are outdated and do not meet the needs of today’s community.  Those facilities were built prior to advancements in green initiatives in equipment and fixtures. PHP&R is choosing Pop Stansell Park as their top priority because it has not been updated in over 15 years and serves hundreds of residents and visitors weekly that come to use the playgrounds, picnic shelters, band shell and fishing pier at this community park.

 

The Putnam and Sunderman facilities host multisport activities and are used daily by residents and youth and adult sports organizations (i.e., Little League) as well.  However, because of MSTU Special Projects funding limitations, those facilities are not included in this fiscal year’s request.

 

The project funding request is $19,791.14. Palm Harbor Parks and Recreation maintenance staff will perform the demolition, prepare and paint walls and ceiling, install partitions and accessories to minimize labor costs. All plumbing work will be performed by a licensed contractor. Any unanticipated costs exceeding the maximum award will be paid through the Palm Harbor Parks and Recreation’s capital fund budget.

 

Updated restroom facilities will provide improved access to public facilities. Facilities will be equipped with enhanced mobile/physical disability accessibility. Renovations and upgrades will provide energy savings and improve hygiene. Renovation of facilities are in line with providing first class services to the public. Public restroom improvements communicate PHP&R’s commitment to being environmentally conscious while improving the public’s quality of life.

 

 

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

 

Fiscal Impact:

The request for funding in the amount $19,791.14 is a one-time expenditure of budgeted MSTU Special Projects funds. Any unanticipated costs exceeding the maximum award will be paid through the Palm Harbor Parks and Recreation’s capital fund budget. Body
