Approval of the Municipal Services Taxing Unit (MSTU) special projects funding request made by the Palm Harbor Library for the installation of new flooring in the Adult and Technical Services area of the library.
• This funding request will completely replace the existing flooring in the Adult and Technical Services Department.
• The library welcomes annual foot traffic of over 300,000 library users. As such, the carpeted flooring has been heavily used and is exhibiting many signs of wear.
• The library building is 35 years old, and the last major remodeling occurred 15 years ago.
• Carpeting attenuates sound better than other flooring surfaces and is preferred in libraries.
• Funding this request will make the Adult and Technical Services area more conducive to learning and will bring added value and serviceability to this County owned facility.
• The project funding request is for $20,000.00, to be granted on a reimbursement basis. The actual cost of the project is $27,929.81 and is based on State contract prices. The balance of $7,929.81 will be paid by the Palm Harbor Library through its Capital Fund budget.
• Approval would result in a one-time expenditure of budgeted MSTU special projects funds. This funding is consistent with the Fiscal Year 2023 Budget.

Summary
MSTU Special Projects FY23 Funding Request for Palm Harbor Library (PHL); a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. The PHL operates the library facility which is owned by the County. Palm Harbor Library aspires to be the definitive educational and cultural destination for all members of the Palm Harbor community.
Palm Harbor Library’s responsibility is to maintain a safe, secure, and an environment conducive to learning. The building is 35 years old, and the last major remodeling project was undertaken 15 years ago. Recently the library began a facility-wide endeavor to upgrade, improve and replace all areas of the building that required attention. This included flooring. The library welcomes annual foot traffic of over 300,000 library users so the carpeted flooring has been heavily used, exhibiting much signs of wear. Carpeting rather than an alternative hardened flooring material is preferred primarily to reduce sound.
In FY21, the library was granted MSTU Special Projects funding to replace flooring in the main reading room, reference desks and shelving unit section of the Adult Services Department. In FY22, the library was granted MSTU funding to replace flooring in the Youth Services Department. These were part of a continuing effort to replace all flooring throughout the 26,000+ square foot facility as established in the library’s 10-year Capital Replacement Schedule.
In FY23, the library is requesting MSTU funding to fully complete flooring replacement in the Adult and Technical Service Departments which includes the Genealogy/Literacy room and the Conference Room. These funds will allow for the: 1) temporary moving of the shelving units, 2) removing the old and installing the new flooring and 3) replacing the shelving units. Total new carpeted area is approximately 527 sq. ft. Cost for the entire project is $27,929.81 based on state contract. The balance of $7,929.81 will be paid by the library through its Capital Fund.

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
