Recommendation:

Section 24, Township 27 South, Range 15 East, and acceptance of the  
sidewalk and private street sign guarantee for recording.

The property is located south of East Klosterman Road, west of  
Belcher Road.  
TLB 174 - Palm Harbor, L.P. and Toll Southeast LP Company,  
Inc. are submitting this plat as a requirement for Site Plan  
1050.09.

The site is being subdivided into 112 single-family residential lots  
and 13 tracts.  
Sidewalks and street signs are a requirement of this  
development.

Cooperative Funding Agreement with the Southwest Florida Water  
Management District for the Lake Seminole Watershed Management  
Plan.  
Recommendation:  
Approval of the Cooperative Funding Agreement with the Southwest  
Florida Water Management District (SWFWMD) for the Lake Seminole  
Watershed Management Plan (WMP).

Agreement provides $325,000.00 in SWFWMD funding with an  
equal match from the County for an agreement total of  
$650,000.00.  
·
·
The last WMP for Lake Seminole was completed in 2001.  
The WMP will provide recommendations for flood reduction,  
water quality, and natural systems improvement projects.  
Funding for the grant and grant match is included in the Fiscal  
Year 2025 Adopted Budget Surface Water Utility Fund. The  
Agreement contains a fiscal non-funding clause should this  
portion of the budget not be approved in future years.

SWFWMD Agreement No. 25CF0004619; total contract amount is  
$650,000.00; County is responsible for a $325,000.00 match;  
Agreement term October 1, 2024, through December 31, 2027.

Maintenance agreement with Honeywell, Inc. for an annual facility  
permit to perform routine service, repairs, and refurbishing of its facilities  
without having such construction inspected in an in-process fashion by  
Pinellas County.  
Recommendation:  
Recommend the renewal of the maintenance agreement with  
Honeywell, Inc. for an annual facility permit to perform routine service,  
repairs, and refurbishing of its facilities without having such construction  
inspected in an in-process fashion by Pinellas County.

Work is completed in a timely manner over the next year.  
Does not impede production of the Honeywell Plan.  
There is no cost and no revenue to Building and Development  
Review Services. This agreement contains a 30-day termination

Change Order No. 1 with Southern Road and Bridge, LLC for bridge  
structures, fixed concrete maintenance, and minor repairs.  
Recommendation:  
Approval of Change Order No. 1 with Southern Road and Bridge, LLC  
for bridge structures, fixed concrete maintenance, and minor repairs.

This contract includes all mobilization, labor, supervision, quality  
control, new materials, equipment, tools, vehicles, supplies,  
testing, maintenance of traffic, demobilization, and incidentals to  
remedy bridge maintenance needs on an as-needed basis.  
Increase the agreement by $5,000,000.00 for a revised  
agreement amount of $9,674,762.75 to address the level of  
service enhancements due to additional milage funding. The  
change order extends the same terms and conditions as the  
original contract.

The Board of County Commissioners awarded to Southern Road  
in the amount of $4,674,762.75, on May 7, 2024. The contract  
has a maximum 3 year term.  
Funding for this contract and change order is included in the  
Fiscal Year (FY) 2025 Adopted Budget and FY26 Budget  
Request of the Public Works Department Transportation Trust  
Fund. The agreement includes the appropriate termination  
clauses, and work is performed on an as-needed basis should  
funding not be available in future years.  
Contract No. 24-0211-ITB-C increase for $5,000,000.00 for a revised  
agreement amount of $9,674,762.75; Authorize the Chairman to sign  
and the Clerk of the Circuit Court to attest.

Second amendment to the agreements with March Marine Construction  
Company and In Depth Incorporated for Installation and Maintenance of  
Marine Pilings, Florida Uniform Waterway Markers and Navigational  
Buoys.  
Recommendation:  
Approval of the Second Amendment to the agreements with March  
Marine Construction Company and In Depth Incorporated for the  
Installation and Maintenance of Marine Pilings, Florida Uniform  
Waterway Markers, and Navigational Buoys.

This contract provides for removal of old pilings, installation of  
new pilings, signage, regulatory buoys, and large navigation  
buoys within the waters of Pinellas County, on an as needed  
basis.  
·
These services assist the Public Works Department, Division of  
Environmental Management in maintaining the large navigational  
buoys of Hurricane Pass Channel and over 40 boating regulatory  
zones from Anclote River to Fort Desoto Park and from the Gulf  
Beaches to the lower outflow canal of Lake Tarpon.  
This Second Amendment exercises the first of two 24-month term  
extensions and increases the total contract in the amount of  
$515,783.99 for a revised total not to exceed the contract amount  
of $858,487.98.

Funding for this contract is included in the Fiscal Year (FY) 2025  
Adopted Budget and FY26 Budget Request of the Public Works  
Department General Fund Budget. The agreement includes the  
appropriate termination clauses should funding not be available  
in future years.  
Contract No. 23-0670-ITB; increase in the amount of $515,783.99 for a  
revised total contract amount of $858,487.98, effective for an additional  
24-month period from July 19, 2025, to July 19, 2027.

Public Hearing Procedures  
The procedure used by the Board in conducting Public Hearings is to have a staff presentation followed by the  
applicant presenting the specific proposal. The Board will then hear comments from the proponents, the  
opponents and a staff summary. The applicant will then be given an opportunity to close and the Board will  
decide on the matter. Public Hearings before the Board are governed by the provisions of Section 134 -14 of  
the Pinellas County Land Development Code as may be modified by Pinellas County Emergency Order. That  
code provides that at the conclusion of each person’s presentation, any speaker may seek the Chairman’s  
permission to ask questions of staff.  
Specifically:  
1. At the conclusion of the presentations by the applicant and any proponents, all affected parties may  
seek the Chairman’s permission to ask questions of or seek clarification from the applicant and/or the  
proponents.  
2. At the conclusion of the presentation by the opponents, all affected parties may seek the Chairman’s  
permission to ask questions of or seek clarification from any opponent.  
The applicant’s closing comments will address testimony subsequent to his or her presentation. Continuing  
rebuttal of other than directly preceding testimony will not be allowed. Because much testimony has already  
been submitted in writing, the following guidelines accommodate efficient presentations:  
1. The applicant should present his or her entire case, including rebuttal, in no more than 20 minutes.  
2. Persons wishing to speak regarding a Public Hearing item may speak for up to three minutes each.  
3. Persons wishing to attend virtually must preregister at https://comment.pinellas.gov by 5 p. m. the day  
before the meeting.  
Appeals  
Persons are advised that, if they decided to appeal any decision made at this meeting/hearing, they will need
