Transportation (FDOT) accepting reimbursable funding for purchase of traffic control,  
detection, and communication equipment for the State Road (SR) 60/Gulf to Bay  
Boulevard from Missouri Avenue to Dr. Kiran C. Patel Boulevard.  
Recommendation:  
* Funding in amount of $1,800,000 is included in FDOT's five-year work program for the  
purchase of traffic control, detection, and communication equipment on SR 60/Gulf to  
Bay Boulevard.  
* FDOT agrees to reimburse County for purchase of equipment authorized under the  
JPA up to the total program amount.  
* If approved, funding in the amount of $1,800,000 will be programmed in the Fiscal  
Year (FY) 2023-FY28 Capital Improvement Program 6-year Plan Transportation Plan,  
ATMS Project.  
* County shall be responsible for maintenance of new equipment through the existing  
Traffic Signal Maintenance and Compensation Agreement.  
FDOT Financial Project Number: 449244-1-93-01, County project number 004974A -  
ATMS Pinellas County ATCMTD Connected Community Project. FDOT funding in the  
amount of $1,800,000.00; Equipment to be purchased must be identified and approved  
by October 1, 2022, with requisition process completed by December 31, 2022, and  
project completion no later than December 31, 2023; Authorize the Chairman to sign  
and the Clerk of the Circuit Court to attest.

(CDW), as requested by the Business Technology Services Department (BTS), for  
NetApp Storage Systems.  
Recommendation:  
* This contract provides BTS a mechanism for requirements of support and  
maintenance including hardware and software purchases related to growth for the  
Storage Area Network solution.  
* The contract provides for both ongoing and future storage capacity needs for on  
premise and cloud solutions in support of County applications such as, the Oracle  
Project Unified Solution, Justice Consolidated Case Management System, and the  
Geographic Information System.  
* Award in the amount of $4,635,000.00 for a duration of thirty-six months.  
* One responsive bid was received with award recommendation to CDW as only  
responsive and responsible bidder due to market conditions.  
* This contract replaces Contract No. 178-0127-S with ExtenSys, Inc.  
Contract No. 21-0686-B(PW) in the estimated annual expenditure of $1,545,000.00 for  
a thirty-six-month total of $4,635,000.00; Authorize the Chairman to sign and Clerk of  
the Circuit Court to attest.

Award of bid to DS Jordan Construction Inc. for the St. Pete-Clearwater  
International Airport new freight elevator in terminal.  
Approval of the award of bid with DS Jordan Construction Inc. for the new freight  
elevators in terminal at the St. Pete-Clearwater International Airport.  
Recommendation:  
* This contract provides for installation of a new freight elevator in the terminal building.  
* One bid was received with DS Jordan Construction, Inc. as the only responsive,  
responsible bidder in the amount of $381,731.50.  
* Two other potential contractors were contacted and indicated they declined to bid due  
to current market conditions preferring to target larger projects.  
* DS Jordan will meet the SBE commitment of 7% for this project.  
* All work will be completed within 180 consecutive calendar days from issuance of  
notice to proceed.  
Contract No. 22-0115-CP-MJ (PID No. 004352A) in the amount of $381,731.50 on the  
basis of being the only responsive, responsible bid received meeting specifications;  
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Public Transportation Grant Agreement with the Florida Department of  
Transportation for the design and construction of paving the “Strawberry”  
economy parking lot at the St. Pete-Clearwater International Airport.  
Approval of the Public Transportation Grant Agreement (PTGA) with the Florida  
Department of Transportation for the design and construction of the "Strawberry"  
economy parking lot at the St. Pete-Clearwater International Airport.  
Recommendation:  
* The scope calls for the paving of the "Strawberry" economy parking lot that is used as  
an overflow lot during heavy passenger usage. It is the last parking lot on the east side  
of Roosevelt Boulevard that can be used before directing all traffic to park on the west  
side of Roosevelt Boulevard.  
* The lot was originally improved by paving millings from another overflow lot in 2016.  
* The scope also calls for permanent lighting to be installed as well as an exit plaza  
where customers can pay their parking fees.  
* The total of the first phase of this project is $550,000.00, with this grant funding  
$275,000.00 and PIE funding the other $275,000.00. We expect an amendment to this  
grant in another year to fund the rest of the project.  
* The expiration date of this PTGA is June 30, 2025.  
* Funding for this PTGA is consistent with the Fiscal Year 2023 proposed budget.

Public Transportation Grant Agreement with the Florida Department of  
Transportation for the design and environmental work associated with the  
terminal building expansion at the St. Pete-Clearwater International  
Airport.  
Approval of the Public Transportation Grant Agreement (PTGA) with the Florida  
Department of Transportation (FDOT) for the design and environmental services  
associated with the terminal building expansion at the St. Pete-Clearwater International  
Airport (PIE).  
Recommendation:  
* This grant is associated with FDOT's Strategic Airport Investment Program, which is a  
competitive-based grant that may provide up to 100 percent funding for commercial  
airport projects that meet certain criteria.  
* This grant does not require any local match.  
* The amount of this grant is $1,976,040.00. This is the first grant of the grand total of  
$9,976,040.00 that will be funded to PIE over the next five years.  
* This grant is the enabling funding that will allow PIE to get started on the design and  
environmental services that will be needed to get the project ready for bid.  
* The total of the first three phases, design and engineering, and environmental work  
total over $106M on PIE's current Capital Improvement Program. There are five total  
phases of this project.  
* The expiration date of this PTGA is June 30, 2026.  
Economic Development  
23.  
Third Amendment to Economic Development Funding Agreement with  
STAR-TEC Enterprises to provide economic development incubation and  
acceleration services.  
Approval of the Third Amendment to Funding Agreement between the Economic  
Development Authority (EDA) and STAR-TEC Enterprises (STAR-TEC), a Florida  
nonprofit corporation, by the Board of County Commissioners, sitting as the EDA, to  
provide economic development incubation and acceleration services.  
Recommendation:  
* The term of this Agreement shall commence on July 1, 2022, and shall remain in full  
force and effect through September 30, 2023, unless it is terminated earlier per Section  
13 of the Economic Development Funding Agreement.  
* The Agreement will automatically terminate upon the execution of a Master Lease and  
Operating Agreement for the Tampa Bay Innovation Center Business Incubator by  
Pinellas County and STAR-TEC if executed prior to September 30, 2023.  
Human Services  
24.  
Agreement with Operation PAR for contracted substance use services for  
the Pinellas County Health Program.  
Approval of the Master Service Agreement with Operation PAR, Inc. (Operation PAR)  
to provide integrated substance use services for Pinellas County Health Program  
patients.  
Recommendation:  
Delegation of authority to the County Administrator for renewals and additional funding  
added to this Master Services Agreement.  
* Through this Agreement Operation PAR, Inc. will continue to provide substance use  
treatment services for Pinellas County Health Program patients including case  
management, counseling, and medication assisted treatment.  
* This action allocates annual funding in an amount not to exceed $1,021,750.00  
comprised of HRSA Grant Award ($547,750.00), Low Income Pool Program  
($270,000.00) and General Fund dollars ($204,000.00) for one program year, through  
February 28, 2023.  
* In the 2021 calendar year (January - December) Operation Par provided 146  
unduplicated clients substance use services including case management, individual  
counseling, and medicated assisted treatment as appropriate for each individual.

Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc. for the  
Fiscal Year 2021 Family Drug Court Grant program.  
Approval of the Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc.  
(WestCare) for the Fiscal Year (FY) 2021 Family Drug Court Grant program.  
Recommendation:  
* The County is the recipient of a three-year grant award from the Office of Justice  
Programs Office of Juvenile Justice and Delinquency Prevention for the FY21 Family  
Drug Court Program.  
* The Family Dependency Treatment Court (FDTC) is a collaborative partnership  
between the County, the Sixth Judicial Circuit Court, and WestCare, and serves adult  
clients and their families who are suffering from substance use and co-occurring mental  
health disorders (SUD/COD) and are involved in the justice system as a result of child  
abuse or neglect.  
* As a result of the grant award, WestCare will receive an amount not to exceed  
$996,944.00 over three years to support the FDTC, which provides outpatient and  
residential SUD/COD treatment to participants.  
* Required in-kind match, totaling approximately $336,546.00 over the three-year  
period, will be contributed by the Sixth Judicial Circuit and WestCare.  
Public Works  
26.  
Local Agency Program Agreement with the Florida Department of  
Transportation and associated authorizing Resolution for construction of  
Starkey Road sidewalk from State Road 688/Ulmerton Road to East Bay  
Drive.  
Approval of the Local Agency Program Agreement with the Florida Department of  
Transportation (FDOT) and associated authorizing Resolution for construction of  
Starkey Road sidewalk from State Road 688/Ulmerton Road to East Bay Drive.  
Recommendation:  
* FDOT to fund up to $1,899,822.00 for construction and construction engineering  
inspection services.  
* The project consists of approximately 9,300 linear feet of five-foot wide sidewalk on  
both sides of Starkey Road to fill in sidewalk gaps. Total project length is 1.520 miles.  
* The County will fund $900,000 in project costs from the Penny for Pinellas Capital  
Improvement Program for a total estimated project cost of $2,799,822.00.  
* Construction project is ready to be advertised upon execution of the agreement.  
* Construction is anticipated to take approximately one-year to complete.  
FDOT FPN No. 437736 2 58/68 01; County PID No. 004229A; providing $1,899,822.00  
in grant funding for construction and CEI; agreement term through March 5, 2024.

Road Deed Transfer Interlocal Agreement with the City of Pinellas Park  
for the transfer of specific roadway deeds.  
Approval of the Road Deed Transfer Interlocal Agreement (Agreement) with the City of  
Pinellas Park (City) for the transfer and acceptance of specific roadway deeds.  
Recommendation:  
* The County is partnering with municipalities to transfer rights-of-ways and  
maintenance responsibility for streets within, or partially within, municipal limits.  
* Agreement transfers deeds that are located on roadway segments that are in the  
jurisdiction of the receiving agency.  
* The County and the City are authorized under Florida Statutes, Section 335.0415,  
335.0415(3) (2021), to enter into agreements with other governmental entities, to  
provide for the transfer of jurisdiction, operation and maintenance responsibilities of  
public roads.  
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the Interlocal  
Agreement and record the Interlocal Agreement with Exhibits and separately Exhibit A  
and Exhibit B, the corresponding right-of-way deeds in the official records of the  
County.

Grantee-Subgrantee Agreement with the Florida Department of Economic Opportunity

* The applicant is seeking a zoning change on a 1.06-acre property that is currently  
developed with a single-family home.  
* The proposed uses are a single-family home and the boarding of a horse.  
* The subject property is located within a predominately single-family residential area  
with equestrian uses in the vicinity.  
* The Local Planning Agency unanimously recommended approval of the request (vote

* The applicant is seeking a zoning change on a 1.97-acre site.  
* The applicant proposes to combine this site with two adjacent R-5 zoned parcels to  
develop a 39-unit townhome/villa development.  
* The Local Planning Agency unanimously recommended approval of the request (vote  
5-0). One person appeared in opposition citing sewer impacts to the Hammock Pines  
neighborhood.  
a.) The applicant provided a letter from Sunshine Water Services, the sanitary sewer  
provider, confirming adequate sewer capacity is available to serve this proposed  
development.

Public Hearing Procedures  
The procedure used by the Board in conducting Public Hearings is to have a staff presentation followed by the  
applicant presenting the specific proposal. The Board will then hear comments from the proponents, the  
opponents and a staff summary. The applicant will then be given an opportunity to close and the Board will  
decide on the matter. Public Hearings before the Board are governed by the provisions of Section 134 -14 of  
the Pinellas County Land Development Code as may be modified by Pinellas County Emergency Order. That  
code provides that at the conclusion of each person’s presentation, any speaker may seek the Chairman’s  
permission to ask questions of staff.  
Specifically:  
1. At the conclusion of the presentations by the applicant and any proponents, all affected parties may  
seek the Chairman’s permission to ask questions of or seek clarification from the applicant and/or the  
proponents.  
2. At the conclusion of the presentation by the opponents, all affected parties may seek the Chairman’s  
permission to ask questions of or seek clarification from any opponent.  
The applicant’s closing comments will address testimony subsequent to his or her presentation. Continuing  
rebuttal of other than directly preceding testimony will not be allowed. Because much testimony has already  
been submitted in writing, the following guidelines accommodate efficient presentations:  
1. The applicant should present his or her entire case, including rebuttal, in no more than 20 minutes.  
2. Persons wishing to speak regarding a Public Hearing item may speak for up to three minutes each.
