Services Inc., and T. Wayne Hill Trucking Inc., for emergency storm  
response tanker and pump truck services.  
Reject the bid from Republic Services on the basis of being  
non-responsive to the bid requirements.

This contract provides emergency storm response pumping and  
tankering services during emergency/disaster events, as needed  
or required.  
The County received seven bid submittals with award  
recommendations to the six responsive and responsible  
contractors named above in the combined amount of  
$7,726,272.50 for a thirty-six-month term.

Not all vendors bid all items and a breakdown of amount per  
contractor is provided in the Fiscal Impact section of the staff  
report.  
Having on-call services with numerous contractors ensures  
redundancy in a disaster event. Due to the extent of damage  
from the hurricanes in 2024, some vendors were unable to  
respond. This extensive list of contractors will ensure  
responsiveness during disaster events.

This request is budgeted for in the Fiscal Year (FY) 2025 Budget  
of Pinellas County Utilities in the Water Revenue and Operating  
Fund and Sewer Revenue and Operating Fund. Additionally,  
funding is anticipated to be supported by the Federal Emergency  
Management Agency reimbursements during periods of  
emergencies. Funding for the second year of this agreement is  
included in the requested FY26 Budget submission. Funding for  
the third year will likely be requested in a future budget.

$7,726,272.50; Authorize the Chairman to sign and the Clerk of the

Human Services

Agreement with BKN Creative, LLC for marketing services as requested  
by Human Services.  
Recommendation:  
Approval of the agreement with BKN Creative, LLC (BKN) for marketing  
services as requested by Human Services.

This contract will provide additional marketing services to  
promote Care About Me (CAM) in a bold, robust manner over the  
next year to increase visibility and program utilization as  
requested by the Board of County Commissioners.  
In concert with the CAM service provider, BKN will manage  
out-of-home advertising, media purchases, and influencer  
marketing on behalf of the CAM program, continuously  
monitoring success while brainstorming fresh ideas to expand its  
reach.

The proposed agreement provides for 100 hours of marketing  
development and support from BKN each month, for a total of  
$210,000.00 for twelve months, with an advertising budget of an  
additional $390,000.00 and has two twelve-month renewals.  
Funds for this agreement are included in the Fiscal Year 2026  
Proposed Budget within the Human Service Department in the  
General Fund.  
Contract No. 25-0812-N in the not to exceed amount of $600,000.00 for  
twelve months; Authorize the Chairman to sign and the Clerk of the  
Circuit Court to attest.

Funding recommendations for the Fiscal Year 2026 Human Services  
Social Action Grant Program  
Recommendation:  
Approval of funding recommendations by the Social Action Funding  
Advisory Board (SAFAB) for the Fiscal Year (FY) 2026 Social Action  
Grant Funding Agreements with 18 community agencies, and delegation  
of authority to the County Administrator to sign all associated  
agreements and documentation.  
·
Eighteen community agencies are recommended by the SAFAB  
for Social Action Grant Funding with programming in the priority  
area of food/nutritional services; homeless prevention and  
supportive services; healthcare and human services for  
disadvantaged residents; and supportive services for an aging  
population. A breakdown of awards is attached. The grant award  
will be for one-year project period.

Pinellas County Human Services administered a competitive,  
online grant application which opened March 10, 2025, and 75  
applications were received totaling $7,334,623.15 in requested  
funding.  
·
·
On May 12, 2025, following review and ranking of the  
applications, the SAFAB voted to recommend awards to 18  
projects. Awards range from $43,200.00 to $150,000.00.  
An amount not to exceed $1,705,610.00 in funding is allocated in  
the Human Services FY26 anticipated budget. Each agreement  
includes a fiscal non-funding clause should any portion of the  
budget not be approved.  
Parks and Conservation Resources  
15.  
Annual agreement with Pinellas County Sheriff’s Office for law  
enforcement services by Environmental Lands Unit Deputies.  
Recommendation:  
Approval of the annual agreement with the Pinellas County Sheriff’s  
Office (PCSO) for law enforcement services by the Environmental Lands  
Unit from October 1, 2025, through October 1, 2026.

Contract provides for two assigned Environmental Land Unit  
(ELU) deputies to patrol County preserves and parks at a cost of  
$397,430.00 per year including personnel, vehicle, operating and  
training expenses.  
·
ELU deputies are critical to deter poaching of wildlife and cultural  
artifacts from county environmental lands and assist park rangers  
upon reports of suspicious activities.  
·
·
This partnership with PCSO has existed since Fiscal Year (FY)  
2001.  
Annual costs for the law enforcement services are appropriated in  
the PCSO budget within the General Fund.) The Utilities  
Department contributes 23.0% ($91,408.90) for its portion of the  
Brooker Creek Preserve land.  
·
This expense is included in the FY26 Proposed Budget for the  
Sheriff’s Office (General Fund) and the Utilities Department  
(Water Revenue and Operating Fund).  
Public Works  
16.  
National Resources Conservation Service Emergency Watershed  
Protection Program Grant Agreement for tree debris removal from  
various channels throughout unincorporated County.  
Recommendation:  
Approval of the National Resources Conservation Service (NRCS)  
Emergency Watershed Protection (EWP) grant agreement for tree  
debris removal from various channels throughout unincorporated  
County.

EWP is a federal emergency recovery program assisting  
communities recovering from natural disasters.  
Application to NRCS for EWP was submitted on November 14,  
2024, as part of Legistar item No. 25-0829A.  
Funding is provided to assist with recovery from the impacts of  
Hurricane Milton to clear storm related debris from various  
channels throughout unincorporated County.

Due to the nature of this request being related to an emergency  
event, this is not budgeted for in the Fiscal Year 2025 Operating  
Budget for Public Works or the General Fund. Expenses will be  
reimbursed by the grant.  
PID 90019B4 Task 14; Grant funding amount is $5,968,649.50; No  
match is required; Authorize the Chairman to sign and the Clerk of the  
Circuit Court to attest.

Resolution providing authority for the use of golf carts within the Autumn  
Woods subdivision in Palm Harbor.  
Recommendation:  
Approval of the resolution to permit the use of golf carts on all  
community streets within the Autumn Woods subdivision in Palm  
Harbor.

allow golf cart use on all community streets within subdivision.  
Petitions received from HOA include a majority (83%) vote in  
favor of golf cart use in the community.  
In accordance with Section 122-67 of County Code, consideration  
of speed, volume, and character of motor vehicle traffic, golf carts  
may safely travel on and cross these additional roadways, so  
long as appropriate signage is posted.

Section 316.212 of Florida Statutes requires a resolution of  
support from the Board of County Commissioners to expand the  
area for golf cart use in unincorporated Palm Harbor.  
Resolution, upon adoption, is effective September 1, 2025.

Emergency Medical Services Authority  
20.  
Transfer of three vehicles from the Pinellas County Emergency Medical  
Services Authority to the Pinellas County Sheriff.  
Recommendation:  
Approval of the transfer of three vehicles from the Emergency Medical  
Services (EMS) Authority to the Pinellas County Sheriff.

Tactical paramedics have been embedded with the Sheriff’s  
Special Weapons and Tactics Team since 1986.  
On May 19, 2025, the County Administrator approved a new  
Memorandum of Understanding for the overall program which  
includes transferring the three tactical EMS vehicles to the  
Pinellas County Sheriff by September 30, 2025.

The purpose is to improve efficiency by aligning operations and  
maintenance under the Sheriff’s Office.  
The vehicles being transferred are a 2023 Ford Transit, a 2016  
Chevrolet Suburban, and a 2005 Ford Excursion.  
EMS is no longer required to maintain said vehicles. The Sheriff  
shall be responsible for the maintenance, fuel, and repair of  
vehicles.

Proof of title transfer to be provided by the Pinellas County  
Sheriff.  
This recommended approach ensures the continued public safety  
use of the assets. This item has no negative fiscal impact on  
Safety and Emergency Services and this fund will likely see a  
reduction in operating, maintenance, and fuel costs of  
approximately $4,800.00 per year. The EMS Fund will also no  
longer be contributing to the replacement on one vehicle through  
the Vehicle Replacement Program (VRP). Vehicle replacement  
funds that have been collected for the replacement of one vehicle  
and will be credited towards future EMS vehicle purchases. The  
department is expecting to see a reduction of approximately  
$6,560.00 annually in VRP contributions.

The EMS Authority authorizes and directs staff to complete the  
transfer of the titles and complete all County surplus procedures.

Approval of the petition by Apartments at Gateway II LLC to vacate the  
portion of 34th Street North Extension (County Road Number 265).

way that run internal to the petitioner’s property.  
This is in support of Epic at Gateway Apartments Phase II that  
has yet to be constructed.  
Epic at Gateway Phase I was constructed in 2014, the petitioned

structures that have been built.

Resolution adopting the Joe’s Creek Industrial Park Master Plan.  
Recommendation:  
Conduct a public hearing and approve a resolution adopting the Joe’s  
Creek Industrial Park Master Plan (JCIPMP). Based upon evidence and  
findings contained in the staff report and attachments, this item is  
recommended for approval by the Board of County Commissioners.  
This proposed resolution will enact the following changes:  
·
Adopt a Master Plan that can serve as a Special Area Plan, as  
described and required in the Pinellas Countywide Rules by  
Forward Pinellas, to allow the County to make future  
modifications to the Lealman area Target Employment Center  
(TEC).  
·

·
Establish findings and recommendations to guide future  
redevelopment and investment decision making in the subject  
TEC and greater Joe’s Creek Industrial Park.  
Establish data, analysis, findings and recommendations to  
identify and guide future infrastructure improvements to advance  
the overall subject area.  
Adopt a Land Use Vision Map to help guide future potential  
Comprehensive Plan land use policy decisions and  
unincorporated Pinellas County Land Development Code  
regulation updates to facilitate redevelopment and business  
investment in the subject TEC.

The proposed JCIPMP is a result of significant study and analysis  
along with stakeholder input and consultation with the Lealman  
Community Redevelopment Agency Citizen Advisory Committee  
(CAC).  
The Lealman CAC recommends approval.

Ordinance amending Pinellas County Code, Chapter 122-3, related to  
the Dori Slosberg Driver Education Safety Act.  
Recommendation:  
Conduct a public hearing and adopt the proposed ordinance amending  
Pinellas County Code, Chapter 122-3, related to the Dori Slosberg  
Driver Education Safety Act to increase the established fee on each civil  
traffic penalty to align with statutorily allowed level in support of local  
driver education programs operated by the Pinellas County School  
Board (PCSB).  
·
This ordinance amends Pinellas County Code, Chapter 122-3,  
related to the Dori Slosberg Driver Education Safety Act (Dori  
Slosberg) to increase the current locally collected fee of $3.00 per  
civil traffic penalty to the maximum of $5.00 per case as allowed  
within Florida Statute 318.1215.  
·
Pinellas County Board of County Commissioners implemented  
Dori Slosberg on February 7, 2006, with the adoption of  
Ordinance No. 06-14 to establish a $3.00 penalty on each civil  
traffic case with funds directed to the PCSB to support driver  
education programs.  
·
·
On April 17, 2007, the Board adopted Resolution No. 07-51 to  
facilitate ongoing dispersal of collected fees to the School Board.  
Program revenues from 2013 through 2024 totaled  
$2,035,071.44 with an annual average during that period of  
$169,589.29. The annual collections have been declining for  
several years with 2024 revenues at $143,735.73.  
·
·
The PCSB has requested an adjustment of the fee from $3.00 to  
the statutory maximum at $5.00 to aid in addressing ongoing  
demand, capacity limits, educator retention, and cost increases  
for program delivery. In the current school year, 240 students  
have completed after school camps and approximately 970  
students were enrolled in summer camps for driver education.  
This amendment has no direct impact on County budget  
appropriations. Funds are collected by the Clerk’s Office and  
dispersed to the PCSB. Based upon the 2024 collection levels of  
$143,735.73, this change would result in an approximate  
$95,823.82 increase for program activities, or a total of  
$239.559.55.

Pinellas Park Planning Area Interlocal Agreement with the City of  
Pinellas Park.  
Recommendation:  
Conduct a public hearing and approve the Pinellas Park Planning Area  
Interlocal Agreement with the City of Pinellas Park.

Allows the City of Pinellas Park to include unincorporated  
properties within the proposed Planning Area in their  
comprehensive planning efforts.  
Ensures that the County and unincorporated property owners  
within the proposed Planning Area would be advised of the City’s  
comprehensive planning activities.  
Ensures that unincorporated property owners within the proposed  
Planning Area can participate in administrative, legislative,  
quasi-judicial or judicial proceedings for the City’s comprehensive  
plan amendments.

Establishes the boundaries of the proposed Planning Area.  
A similar Planning Area Interlocal Agreement between the County  
and City was established in 2000 and extended in 2010. It  
expired in 2020.

Public Hearing Procedures  
The procedure used by the Board in conducting Public Hearings is to have a staff presentation followed by the  
applicant presenting the specific proposal. The Board will then hear comments from the proponents, the  
opponents and a staff summary. The applicant will then be given an opportunity to close and the Board will  
decide on the matter. Public Hearings before the Board are governed by the provisions of Section 134 -14 of  
the Pinellas County Land Development Code as may be modified by Pinellas County Emergency Order. That  
code provides that at the conclusion of each person’s presentation, any speaker may seek the Chairman’s  
permission to ask questions of staff.  
Specifically:  
1. At the conclusion of the presentations by the applicant and any proponents, all affected parties may  
seek the Chairman’s permission to ask questions of or seek clarification from the applicant and/or the  
proponents.  
2. At the conclusion of the presentation by the opponents, all affected parties may seek the Chairman’s  
permission to ask questions of or seek clarification from any opponent.  
The applicant’s closing comments will address testimony subsequent to his or her presentation. Continuing  
rebuttal of other than directly preceding testimony will not be allowed. Because much testimony has already  
been submitted in writing, the following guidelines accommodate efficient presentations:  
1. The applicant should present his or her entire case, including rebuttal, in no more than 20 minutes.

Persons are advised that, if they decided to appeal any decision made at this meeting/hearing, they will need  
a record of the proceeding, and, for such purposes, they may need to ensure that a verbatim record of the  
proceeding is made, which includes the testimony and evidence upon which the appeal is to be based.  
If a Board meeting beginning at 9:30 A.M. has not concluded by noon, a recess will be taken from noon to  
12:30 P.M., and the remainder of the meeting will continue at 12:30 P.M.  
If a Board meeting beginning at 2:00 P.M. has not concluded by 5:30 P.M., a recess will be taken from 5:30 to  
6:00 P.M. The remainder of the afternoon agenda will resume at 6:00 P.M., followed by Public Hearings.
