Recommended Action:

Recommended Action

Approval of the Municipal Services Taxing Unit (MSTU) funding request, in the amount of $20,000.00, for the purchase of durable event equipment, streetscape enhancements, marketing materials, and organizational programming materials that can be used for educational purposes.

 

Additionally, delegate to the County Administrator the approval and execution of the PHMS 2025 MSTU Funding Agreement, which will allow for a grant in the amount of $20,000.00 to be advanced to the PHMS to support community engagement activities.

 

                     Palm Harbor Main Street is a 501(c)(3) organization, re-established in 2023 by Florida Main Street and is a member of Main Street America.

                     The mission of PHMS is to promote public-private partnerships and to drive economic development in downtown Palm Harbor while preserving local culture, character, and history.

                     As Palm Harbor is located in unincorporated Pinellas County, it must rely on sponsorships, grants, and event revenue to meet the financial baseline requirements in order to maintain its affiliation with MSA.

                     Palm Harbor Main Street’s will inaugurate a new Signature Event- “Celebrating 100 Years of Community” by celebrating anniversary of July 15,1925, when the Town of Sutherland officially became Palm Harbor, ushering in an era of incredible economic growth and community pride.

                     MSTU funds will be used to purchase durable goods, re-usable educational materials, and streetscape enhancements.  Proceeds from the event will go directly to projects in the local community such as streetscape maintenance, wayfinding, and gateway features.

                     The total cost of the project is $20,872.61 The total funding request is $20,000.00. Palm Harbor Main Street will utilize committed sponsorship funds for costs exceeding the requested amount.

                     Funding for this project is included in the current-year General Government Budget in the General Fund. With approval of this special project for $20,000.00, a total of $236,733.94 will remain available for Board approved MSTU projects.

PHMS’s aim is to enhance the quality of life for residents and visitors alike through collaborative efforts, community engagement, and thoughtful revitalization that reflects the heart and history of Palm Harbor.

Palm Harbor Main Street’s signature event for 2025 will celebrate July 15th, 1925, when the Town of Sutherland was officially renamed Palm Harbor and ushered in an era of profound economic vitality. Palm Harbor Main Street, and its state and national umbrella organizations, Florida Main Street and Main Street America, promote public-private partnerships to drive economic development while preserving local culture and character.

The Downtown Palm Harbor District is poised to become a premier gathering place for the community to enjoy the amenities and characteristics unique to this historic district. PHMS is a core community organization focused on driving the revitalization of the historic downtown business district through the four Main Street guiding principles of design, organization, promotion, and economic vitality.

This project will foster continual economic growth and vitality in the Downtown Palm Harbor District by highlighting unique aspects of the community that will attract visitors and investment. Palm Harbor Main Street is committed to driving economic development while preserving local culture and character.

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

 

Fiscal Impact:

Funding for this project is included in the current-year General Government Budget in the General Fund. The request for funding in the amount of $20,000.00 is a one-time expenditure of budgeted MSTU Special Projects funds.
