Recommended Action

Approval of the Florida Shared-Use Non-Motorized Trail Network Agreement and associated resolution with the Florida Department of Transportation (FDOT) for construction and engineering inspection activities on Pinellas Trail (Trail) Loop Phase 4 from 126th Avenue North to Ulmerton Road.

 

                     This project will complete one of the remaining segments in the southern portion of the Trail.

                     The Florida Department of Transportation agrees to provide a grant reimbursement amount of $2,244,074.00.

                     The project is estimated to cost $2,466,471.69. The County is to fund remaining the $222,397.69 with Local Infrastructure Sales Tax (Penny for Pinellas).

                     As set out by the Florida Department of Transportation, design of this project will be completed and submitted by May 1, 2024, a construction contract will be issued by August 23, 2024, and construction will be completed by September 17, 2025.

                     Agreement requires adoption of the resolution and the associated, previously executed, Maintenance Memorandum of Agreement.

                     Funding is budgeted under the Pinellas Trail South Gap - 126th Avenue North to Ulmerton Road Project 003883A, included in the Capital Improvement Plan, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) at $595,00.00 and FDOT grant funding at $2,244,000.00 for a total of $2,839,000.00.

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The FDOT SUN Trail grant provides the County a maximum reimbursement amount of $2,244,074.00 for construction and engineering inspection activities on the Trail Loop Phase 4 from 126th Avenue N to Ulmerton Road. The Project is estimated to cost $2,466,471.69. The Agreement term is through January 15, 2026. Construction completion is anticipated by September 17, 2025.

The Agreement requires an associated MMOA. The Board of County Commissioners entered a MMOA as part of the SUN Trail design Agreement on April 12, 2022. This MMOA is acceptable to FDOT as a condition of the Agreement for construction and engineering inspection activities.

Background Information:

This phase of the Pinellas Trail South Gap project will connect to the existing trail underpass at Ulmerton Road and terminate at the future trail extension along 126th Avenue. The next phase of the Pinellas Trail South Gap from Ulmerton Road to Haines Bayshore is currently under design and will complete the south gap segment of the trail. Future segments of the Pinellas Trail will connect 126th Avenue to an existing trail network along Roosevelt Boulevard then from Gandy Boulevard to the North Bay Trail in St. Petersburg via San Martin Boulevard.
