Approval and execution by the County Administrator of the Agreement with J&J Diversified, LLC dba Diversified Landscape Maintenance for landscaping services for Lealman Community Redevelopment Area (CRA) alleys and right of ways.

 

                     This contract provides landscape maintenance services for the Lealman Community Redevelopment Area (CRA) alleys and right of ways.

                     The competitive bid process for this contract yielded six (6) responses with award recommendation to J&J Diversified, LLC dba Diversified Landscape Maintenance as the lowest responsive responsible bidder.

                     This 36-month contract will have an annual not-to-exceed amount of $138,600.00 and a contract not-to-exceed amount of $415,800.00. In no case will the annual not-to-exceed amount be greater than $250,000.00.  This contract has a provision for two (2), additional twelve (12) month extensions that allow for price adjustments in an amount not to exceed the Consumer Price Index or 3%, whichever is less.

                     This contract replaces contract No. 22-0110-B which was a 12-month agreement with an annual/contract not to exceed amount of $119,925.00. The increased annual expenditure of $18,675.00 or 13.5% between the old contract and this replacement contract is due to higher labor costs.

                     The FY24 adopted budget contains funding for this expenditure within the Lealman Community Redevelopment Area Trust. Future budgets will outline proposed expenditures for subsequent years.  

 

Contract No. 24-0040-ITB in the total not to exceed amount of $415,800.00, effective for a period of thirty-six (36) months.

Summary:

This contract provides landscape maintenance services for the Lealman Community Redevelopment Area (CRA) alleys and right of ways.

 

Background/Explanation:

On November 17, 2023, the Purchasing and Risk Management Division issued an invitation to bid for Lealman Community Redevelopment Area (CRA) Alley and Right of Way (ROW) Maintenance. Six (6) responses were received.

In 2021, the County and the Pinellas County Community Redevelopment Agency analyzed the alleyway network in the Lealman CRA. Based on the field inventory observations, alleyways were assigned an existing condition of clear, semi-obstructed, and completely obstructed. Of the one hundred and seventy-six (176) total alleyways in the CRA, there were ninety-four (94) or 53% alleyways assigned as clear. The clear designation was based on observations that the alleyway is already in use, and with no major obstructions. There are fifty-one (51) or 29% alleyways classified as semi obstructed. The semi-obstructed designation was based on observations of overgrown
landscaping/vegetation, presence of garbage or debris, and structures (fences, vehicles, landscaping) blocking alleyway access. There were thirty-one (31) or 18% of alleyways classified as completely obstructed. The completely obstructed designation was based on observations of overgrown landscaping/vegetation, major presence of garbage or debris, and structures (buildings, utilities, fences, vehicles) blocking alleyway access. The prior awarded Contract No. 22-0110-B was solicited to begin to address these issues in the area.  Continued maintenance of the area is required with the award of this new contract to continue the upkeep of the alleyway network. The awarded vendor will maintain all one hundred and seventy-six (176) alleys located within the CRA.

 

Fiscal Impact:

Total contract not to exceed:                     $415,800.00

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a)(1).
