Approval of the award of bid to Suncoast Development of Pinellas County, Inc, for Fiscal Year (FY) 2024-2026 Countywide Americans with Disabilities Act (ADA), sidewalk, drainage, and roadway improvements.
• This contract is for the proposed FY24-26 Countywide ADA, sidewalk, drainage, and roadway improvements work order contract that consists of ramp and sidewalk construction, curb and gutter repair or replacement, storm sewer and structure top repairs or installations, minor grading and sodding, concrete and asphalt driveway construction and spot asphalt pavement resurfacing and patching.
• Two submittals were received with award recommendation to Suncoast Development of Pinellas County, Inc., in the amount of $10,330,188.00 as the lowest responsive and responsible bid.
• The bid was 19.0% over the engineer’s estimate. The difference between the low bid and the Engineer’s Estimate reflects the continuing volatility of the construction market and pricing associated with subcontractors and vendors over the term of the contract.
• The Small Business Enterprise commitment is 10% for this contract.
• All work will be completed within 455 consecutive calendar days.
• Funding is determined by the individual work order assignment sourced to the agreement, and actual expenditures are contingent upon work completed.
• Work orders will primarily be funded by the Capital Projects Fund and Transportation Milage Fund, under program projects Road Resurfacing and Rehabilitation PIV 004192A (Penny Funded) and Transportation Millage Capital Resurfacing Program (transportation millage funded) 005700A, in FY24-FY26.

Summary
The proposed FY2024-2026 Countywide ADA, Sidewalk, Drainage & Roadway Improvements work order contract consists of ramp and sidewalk construction, curb and gutter repair or replacement, storm sewer and structure top repairs or installations, minor grading and sodding, concrete and asphalt driveway construction and spot asphalt pavement resurfacing and patching. Traffic control will be required to complete various arterial, collector and local group projects. The contract duration is 455 calendar days. Project work orders will be distributed to the contractor upon issuance of the Notice to Proceed (NTP).

Background Information:
The primary purpose of this contract is to construct sidewalk and ADA improvements in support of the roadway resurfacing program. This contract is also utilized for the construction of general sidewalk, drainage, and roadway improvements at various locations throughout Pinellas County. All work will be provided to the awarded contractor via issuance of individual work orders. The work order labor and unit prices are available for any County department and smaller projects.
