Approval of the ranking of firms and agreement with APTIM Environmental & Infrastructure, LLC (APTIM) for engineering, construction and monitoring services for the Pinellas County Beach Nourishment Project.
• The contract is for engineering services to obtain permits, develop plans, specs and bid documents, construction phase, and post construction monitoring services for the Pinellas County Beach Nourishment Project.
• A Request for Qualifications to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on September 13, 2023; the negotiation and scoping process concluded on January 26, 2024.
• Award recommended to the sole firm, APTIM, in the negotiated amount of $2,397,660.50.
• Three no-bids were received stating scheduling issues and lack of ability to complete project.
• One certified Small Business Enterprise (SBE) subconsultant is included in the award to APTIM: Hyatt Survey Services, Inc. for total SBE fees in the amount of $135,218.00, or approximately 6% commitment of the total award amount.
• This project includes four Capital Improvement Program projects that are budgeted in the Fiscal Year 2024-2029 Capital Improvement Plan: Sand Key Nourishment 2023 (001516A), Treasure Island Nourishment 2022 (002574A), Long Key-Upham 2024 Beach Nourishment (004487A), and Long Key-Pass a Grille Nourishment 2022 (002573A). Projects are funded by Tourist Development Tax and State grants.
Contract No. 23-1078-RFP-CCNA, in the total not to exceed amount of $2,397,660.50 for 1277 consecutive calendar days from the notice to proceed date; Agreement term may be extended through an amendment; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The overall objectives of the engineering agreement are to provide all necessary service to design, permit, construct and monitor a Pinellas County beach nourishment project encompassing the previously nourished segments of Sand Key, Treasure Island, and Long Key.

Background Information:
The Pinellas County nourishment project is 12 miles long and approximately encompass the Sand Key, Treasure Island, and Long Key. These project areas include all the federal project areas that have recently been denied nourishment by the Army Corp due to real-estate policy issues. Sand Key and Treasure Island were both last nourished in 2018 while Long Key Upham was nourished in 2019 and Long Key Pass-a-Grille was nourished in 2014. All segments have experience significant erosion from passing hurricanes and all segments are either due or past due for nourishment based on their schedules. Due to the extent of the erosion emergency dunes were recently constructed until the nourishment project is designed and built.

Fiscal Impact:
The Pinellas County Beach Restoration Project includes 4 Capital Improvement Program projects that are budgeted in the FY24-FY29 CIP plan: Sand Key Nourishment 2023 (001516A), Treasure Island Nourishment 2022 (002574A), Long Key-Upham 2024 Beach Nourishment (004487A), and Long Key-Pass a Grille Nourishment 2022 (002573A). Projects are funded by Tourist Development Tax and State grant funding through the Florida Department of Environmental Protection.
Design and construction for these projects was to take place in FY23 but the projects did not move forward as anticipated due to changes in easement policy implementation by the Army Corps leaving much of the FY23 budget unspent. An Amendment containing carry forward adjustments for the beach nourishment was approved by the Board on January 30th, 2024. The Amended FY24 budget totals $10,069,000.
The total agreement not-to-exceed amount is $2,397,660.50 funding by the Tourist Development Tax.
