Approval of the first amendment to the agreements with 22nd Century Technologies, Inc., Computer Aid Inc., Image Technology Resources Corp d/b/a IT Resources, Serigor, Inc., SoftSages, LLC d/b/a SoftSages Technology, and US Tech Solutions, Inc. for information technology staff augmentation services as required by the Business Technology Services (BTS) department.

 

                     These agreements provide as-needed information technology staffing to maintain service levels to operating departments; rates are negotiated for each assignment.

                     This amendment will ensure appropriate funding is in place to provide technical services for various BTS, Board of County Commissioners (BCC), and other Constitutional project initiatives as well as ongoing support staffing.

                     These expenditures are accounted for in the Fiscal Year 2024 budget and sources of funding include payroll lapse from vacant BTS full time equivalent position(s) and BCC strategic projects.

                     Initial award was based on an estimated annual expenditure of $1M or a total contract value of $5M for anticipated BTS needs. BTS is forecasting approximately $2.5M per year for a revised total contract value of $12.5M based upon current BTS staffing needs and additional non-BTS departmental staffing requirements.

 

Contract No. 22-0120-P increase in the amount of $7,500,000.00 for a revised total not to exceed expenditure of $12,500,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

These agreements provide for continuity of (BTS) IT operations and project schedules by providing as needed staffing resources in sensitive time-to-fill situations to maintain service levels to customer departments in support of County business.  The term of a contract is limited and directly related to funding availability with the primary source of funding resulting from payroll lapse from budgeted vacant position(s), or special project funding.

Background Information:

This contract was approved by the Board of County Commissioners on September 8, 2022, in the total not to exceed amount of $5,000,000.00 for a five-year term.

 

Fiscal Impact:

Current five (5) year expenditure not to exceed:                                                                $  5,000,000.00

Additional expenditure not to exceed:                                                                                     $ 7,500,000.00

Revised five (5) year contract expenditure not to exceed:                      $12,500,000.00

 

 

For BTS Department use: Funding is consistent with the FY24 BTS Adopted Personnel Services Budget; funding availability is directly dependent on accrued payroll lapse for a fiscal period that a contract is issued under this agreement. BTS tracks each contract term and expenditure against available personnel position vacancy lapse.  Funding for special projects is dependent on approved funding for such purpose.

 

For non-BTS Department use: Each customer department of this agreement is responsible for ensuring their adopted department budget has available funds for the term of their needed engagement prior to use.

 

Future amendments may be necessary to account for unknown needs at this time.
