Background Information:
On May 10, 2021, Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), established by the American Rescue Plan Act of 2021, to provide $350 billion in emergency funding for eligible state, local, territorial, and Tribal governments.
The Coronavirus SLFRF provide substantial flexibility for each jurisdiction to meet local needs. This includes support for households, small businesses, impacted industries and nonprofits, essential workers, and the communities hardest hit by the crisis. These funds also deliver resources that recipients can invest in building, maintaining, or upgrading their water, sewer, and broadband infrastructure.
Pinellas County received $189,381,543 from the SLFRF. All funds must be obligated by December 31, 2024, and expensed by December 31, 2026. Certain projects designated as part of the ARPA Flex Act must be expensed by September 30, 2026.
The Pinellas County Board of County Commissioners approved the ARPA SLFRF Spending Plan in concept, on January 11, 2022, and an amended Spending Plan on May 24, 2022. The spending plan included a $19,000,000 budget for a Nonprofit Capital Project Fund. A total of $12,019,023.25 in eligible large capital project proposals were submitted by 42 nonprofits. Fifteen of the 42 proposals have been recommended to receive fully funded awards.
