Recommended Action

Approval of the Road Transfer Interlocal Agreement (Agreement) with the City of Largo (City) for the transfer of Lancaster Drive from Belcher Road to Dorchester Road.

 

                     County is partnering with municipalities to transfer rights-of-ways and maintenance responsibility for streets within municipal limits.

                     Agreement transfers operation and maintenance responsibilities of Lancaster Drive from Belcher Road to Dorchester Road to the City (0.27 centerline miles).

                     Transfer includes maintenance responsibilities for stormwater facilities.

                     County provides one-time payment of $25,000.00 to the City for resurfacing.

                     Funding for this interlocal agreement is budgeted under program project Road Resurfacing and Rehabilitation (0004192A), in the Capital Improvement Plan, in Fiscal Year 2024.

                     The expenditures associated with the Interlocal Agreement will be charged to the sub project “City of Largo Lancaster Dr Right of Way Transfer” (006334A).

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the Interlocal Agreement and record the Interlocal Agreement with Exhibits A and B, and separately record the corresponding right-of-way maps (Mylars) in the official records of the County, Clerk of Circuit Court to file agreement in Official Records.

Summary

The Agreement provides for the transfer of jurisdiction and associated maintenance responsibilities, including stormwater facilities for Lancaster Drive from Belcher Road to Dorchester Road in the City of Largo. Specific segment is detailed in Exhibit A to this Agreement. Total length of the segments is 0.27 centerline miles. This Agreement includes a one-time payment in the amount of $25,000.00, for resurfacing of the road segment.

Background Information:

The Department of Public Works is partnering with County municipalities to better define right-of-way maintenance responsibility in areas where jurisdictional boundaries are shared. This Agreement serves to transfer jurisdictional responsibility for Lancaster Drive from Belcher Road to Dorchester Road. This segment is within, or partially within, the City municipal limit.

The City and County agree that it is in the best interest of the parties that responsibilities associated with operation, maintenance, planning, design, and construction of the identified road segments, along with any future improvements, be transferred to the City as detailed in Exhibits A & B. The City accepts all legal rights of the roadway segments that are within, and appurtenant to, the right-of-way being transferred.

 

Fiscal Impact:

The County will make a one-time payment to the City in the amount of $25,000.00. The cost will be funded by the Local Infrastructure Sales Tax (Penny for Pinellas).

 

Funding for this interlocal agreement is budgeted under program project Road Resurfacing & Rehabilitation (0004192A), in the Capital Improvement Plan, in FY24. The expenditures associated with the Interlocal Agreement will be charged to the sub project “City of Largo Lancaster Dr Right of Way Transfer” (006334A).
