• Change Order No. 2 (final) decreases the contract amount by ($344,204.91) due to the difference in final quantities as compared to bid award quantities.
• The project was awarded on September 8, 2022, with substantial completion achieved on August 24, 2023.

Background/Explanation:
The project involved reconstruction of South Myrtle Avenue, between South Fort Harrison Avenue and Belleair Road, with drainage improvements and related sanitary sewer relocation, and water main replacement.
The Board of County Commissioners awarded the contract to Keystone Excavators, Inc on September 8, 2022. The project was substantially complete on August 24, 2023, with final completion on October 16, 2023. Final inspection for all work performed under the contract was conducted by representatives of the Public Works Construction Management Division. Liquidated damages do not apply as no additional time was needed to complete walk-through inspections with project stakeholders’ completion of punch list items addressing stakeholder concerns, project acceptance, approval of required as-builts, and receipt of final invoice.

S. Myrtle Ave Road & Drainage Improvements (road and drainage portion) and Myrtle Ave. Water Main Replacement (003562A) were budgeted in the FY23-FY28 Capital Improvement Program plan. These projects were funded by the Local Infrastructure Sales Surtax (Penny for Pinellas), the American Rescue Plan Act (ARPA), and Water Renewal and Replacement. The Sewer portion of the Utility work was funded by the City of Clearwater per a Joint Project Agreement.

Authority for the County Administrator to approve and execute this final Change Order is granted under Code Section 2-62 (a)(3).
